Police Shooting And Protests Put Ferguson Back On Edge

FERGUSON, MO. — Police arrested more than a dozen people in Ferguson on Monday night after protesters blocked traffic during a fourth consecutive night of demonstrations marking the anniversary of the fatal shooting of 18-year-old Michael Brown.

The gathering came about 24 hours after a demonstration along West Florissant Avenue that was interrupted by gunfire and a police shooting that left an 18-year-old critically injured, setting the St. Louis suburb on edge.

St. Louis County Executive Steve Stenger declared a state of emergency, which authorized county Police Chief Jon Belmar to take control of police emergency management in and around Ferguson.

Protesters Block Louisville Police Station Over Union Letter

Dozens of demonstrators forced the temporary closure of the Louisville Metro Police headquarters on Monday afternoon in a protest that sought the firing of the local police union leader for his reaction to an officer-involved fatal shooting.

The local Fraternal Order of Police chapter said Thursday in a letter to the community that "sensationalists, liars and race-baiters" were putting Louisville in danger, prompting calls for the resignation of chapter President Dave Mutchler.

No arrests were made during the protest and the headquarters reopened in mid-afternoon, a police spokesman said.

Mutchler, a sergeant on the police force, has reaffirmed his support for the letter in interviews with local media.

The vice president of the Los Angeles Police Commission strongly defended the panel's finding in the Ezell Ford shooting case, saying that a 2013 California Supreme Court decision required them to look at the circumstances that led up to the incident and not just the shooting itself.

Paula Madison, a former executive at NBCUniversal, cited the state high court's ruling in the case of Hayes vs. San Diego as the reason why LAPD officer Sharlton Wampler was found to have violated department policy in Ford's death. The "Hayes" decision allowed panels revising use of force issues to take the totality of an officer's conduct into account.

"The pre-shooting actions taken by the police, come into consideration and that changed everything," Madison said in a taping of NBC4's "News Conference" program.

L.A. Chief, Watchdog Find Police Shooting Justified

LOS ANGELES — The Los Angeles police chief and his department's independent watchdog have found that a fatal close-range shooting of a 25-year-old black man by officers last year was justified, a department source said Friday night.

However, the findings by Chief Charlie Beck and the inspector general are only recommendations to the Police Commission, which will determine after a hearing next week whether the shooting of Ezell Ford was within department policy.

They were confirmed to The Associated Press by a Police Department employee with knowledge of the investigation who spoke on the condition of anonymity because they are not authorized to release the findings.

The chief and inspector general both found that evidence supported the officers' contention that they shot Ford because he was trying to grab an officer's gun.

Prosecutor Reviewing Report On Police Shooting Of Unarmed Pasco Man

SPOKANE — A special investigative unit gave prosecutors its final report Thursday on the February killing of an unarmed Mexican man who was shot by police in Pasco. The contents were not released.

Franklin County Prosecutor Shawn Sant said his office will interview more than 80 witnesses identified in the report and decide whether criminal charges are warranted against any police officers.

The investigative unit, made up of members of area police agencies, was asked to look into the death of Antonio Zambrano-Montes, 35, who was shot at a busy intersection on Feb. 10 after he threw rocks at cars and police.

The shooting of the orchard worker sparked weeks of protests with some critics saying police were quick to shoot because Zambrano-Montes was Hispanic.

“I’ve made a commitment to the public that we will be as transparent as possible,” Sant said Thursday at a news conference. “Going forward, I have to figure out if we have enough information to proceed to a trial.”

Sant wouldn’t commit to a timetable for making that decision.

CLEVELAND -- A white Cleveland patrolman who fired down through the windshield of a suspect's car at the end of a 137-shot barrage that left the two unarmed black occupants dead was acquitted Saturday of criminal charges by a judge who said he could not determine the officer alone fired the fatal shots.

Michael Brelo, 31, put his head in hands as the judge issued a verdict followed by angry, but peaceful, protests: Outside the courthouse police blocked furious protesters from going inside while across the city others held a mock funeral with some carrying signs asking, "Will I be next?"

"It brings tears to my eyes to know again that justice has not been served," Art McCoy of the Black Man Army, a coalition of black leaders, told CBS Cleveland affiliate WOIO-TV outside the courthouse after the verdict.

As demonstrations continued into the night, police in riot gear made multiple arrests, WOIO-TV reported.

At least three people were arrested for "aggravated riot, felonious assault, [and] obstructing justice" after someone threw an object through a restaurant window around 6:30 p.m., injuring a woman inside, the police department tweeted.

An Omaha police officer and a suspect were shot and killed after a confrontation at North 30th Street and Martin Avenue just before 1 p.m. Wednesday.

The officer is identified as Kerrie Orozco.

The suspect is identified as Marcus Wheeler, 26.

Witnesses reported hearing about 15 gunshots in two bursts and seeing CPR performed on the officer. Officer Orozco was taken to CHI Health Creighton University Medical Center. Another ambulance carried Wheeler to the same facility. Both later died.

Omaha Police Chief Todd Schmaderer arrived at the scene, then left after about 15 minutes, believed to be en route to the hospital.

Sources tell WOWT 6 News Officer Orozco was a task force member. She was a wife and mother.

Chief Schmaderer said Wednesday evening, "This is a somber day for the city of Omaha," and then announced that, "Kerrie Orozco has died after being shot in the line of duty."

MADISON, Wis. (AP) — Protesters angry about a prosecutor's decision not to charge a white Madison police officer for killing an unarmed biracial man staged a mock hearing outside of a courthouse Wednesday to get the result they had wanted — a trial — even if it was all symbolic.

After a peaceful procession from the apartment house where Officer Matt Kenny killed 19-year-old Tony Robinson on March 6 through the streets of the state capital to the Dane County Courthouse, some 150 to 200 protesters looked on as others laid out the case for why Kenny should stand trial.

"Was Tony Robinson murdered and should Matt Kenny be charged with homicide?" Alix Shabazz, one of the event's organizers, shouted to her fellow protesters.

The crowd gave its rousing approval.

Madison Mayor Paul Soglin had warned that anyone who broke the law would be arrested. At the end of the event, police arrested some two dozen protesters who locked arms and blocked an intersection near the courthouse. As the police were detaining those protesters, onlookers hurled insults at the officers, including racial epithets.

Mississippi Police Shooting: Two Hattiesburg Cops Killed During Traffic Stop

Two men and a woman have been charged in the fatal shooting of two Mississippi police officers during a traffic stop in the southern city of Hattiesburg on Saturday night, authorities said Sunday..

The officers, Benjamin J. Deen, 34, and Liquori Tate, 25, were gunned down after one of them pulled over a Hyundai for a speeding violation, according to Warren Strain, a spokesman for the Mississippi Department of Public Safety.

Three suspects, including two brothers, were arrested in different locations after a manhunt that lasted into the early hours of Sunday morning, Strain said.

Marvin Banks, 29, was charged with two counts of capital murder, grand theft auto, and a felon in possession of a firearm; Joanie Calloway, 22, was charged with two counts of capital murder; and Curtis Banks, 26, was charged with accessory after the fact of capital murder.

Sources: Video Of LAPD Shooting In Venice Doesn't Explain Officer's Actions

Security video of a deadly encounter between two LAPD officers and an unarmed homeless man in Venice shows a brief struggle between the officers and the man but does not explain why one officer stepped away and opened fire, law enforcement sources said.

The recording shows the officer standing up and moving away from the Tuesday night altercation, ultimately standing a few feet away from the man when he fired what appeared to be two shots, the sources said.

The Times spoke to several people who have reviewed the footage, which has not been made public. The sources spoke on the condition of anonymity because they were not authorized to discuss the recording publicly.

The sources said the recording showed the officers struggling with the man and successfully taking him to the ground. One source said it appeared the officers had control over him.

But then, the sources said, one of the officers stood up and began to move away. As he did that, they said, the man began to stand up and started struggling with the second officer.

For reasons that are unclear on the video, the sources said, the first officer then fires his weapon.

The sources noted there was no audio on the recording but said there was no visible physical action by the man that could explain why the officer shot him.

Emotions were running hot across the country Monday after a viral Facebook video showed Los Angeles police shooting and killing a man in the city's Skid Row district, where homeless people camp in the city's downtown.

Because the man appears in the four-minute video to be on his back on the ground when shots are fired, some have blasted the police, saying excessive force was used. The police, who said they were answering a call about a robbery, have said they are investigating the incident. Los Angeles Police Chief Charlie Beck said Monday that the man reached for an officer's gun.

A witness told the Los Angeles Times the man reached for an officer's weapon.

New York City Will Pay $3.9M In Police Shooting Of Bronx Teen, Ramarley Graham

NEW YORK --New York City agreed Friday to pay $3.9 million to the family of a black Bronx teenager shot to death by a white police officer in 2012.

The deal settled a federal lawsuit brought by the family of 18-year-old Ramarley Graham.

"This was a tragic case," said New York Law Department spokesman Nicholas Paolucci. "After evaluating all the facts, and consulting with key stakeholders such as the NYPD, it was determined that settling the matter was in the best interest of the city."

Attorney Royce Russell said the family will comment Monday.

Graham died after he was shot once in the chest in February 2012 in a tiny bathroom in the three-family home where he lived with his grandmother and other relatives.

Richard Haste, the officer who shot him, said he fired his weapon because he thought he was going to be shot. No weapons were found in the apartment.

Police said they released the video in an effort to be transparent. Muskogee Sgt. Michael Mahan said that “it is our belief that the video clearly shows the suspect pointing the gun at the officer.” Mahan also told KFOR that “from everything we can see in the video, the officer responded appropriately.”

After the shooting, police found a loaded gun near Walker’s body, KFOR reported.

As tensions mount over the December 30th shooting of 36-year-old Jerame Reid by police in Bridgeton, New Jersey, Reid’s family is saying thanks but no thanks to Reverend Al Sharpton.

The shooting was captured on video by a police dashboard camera, and it appears to show Reid being shot as he exits a vehicle with his hands up, after one of the officers said he saw a gun in the car's glove compartment and warned Reid not to reach for it. The case has garnered national attention.

Two police officers were transported to the hospital with minor injuries from Redell Avenue in Cleveland Wednesday night, according to EMS. Both officers are expected to be okay.

The other officer’s injuries were also not from a gunshot.

Thursday's shooting is the first since the department this month began having uniformed officers wear body cameras. The officer involved was wearing his camera, Gagan said, but it was not yet known if the camera was turned on or if it captured the incident. If the camera was turned off at the time of the shooting, that wouldn't be a violation of department policy, he said, as policy does not require officers to have their body cameras on at all times.

Prosecutors said that Hunt "lunged" at two officers, Cpl. Matt Schauerhamer and Officer Nicholas Judson and their actions were reasonable. The medical examiner's autopsy report determined Hunt was shot six times, once in the back.

The lawsuit alleges that under the Second Amendment, Hunt had a right to carry the sword and the two officers did not have a right to demand that he surrender.

St. Louis County Police Chief Jon Belmar did not provide more details about the theft Martin was being asked about. He said Martin pulled a loaded 9mm handgun and the officer fired three shots while stumbling backward. One hit Martin, who didn't fire his own gun. He died at the scene.
