VP Of LA Police Commission Speaks On Ezell Ford Case

By Conan Nolan, Jun. 14, 2015, NBC Los Angeles

The vice president of the Los Angeles Police Commission strongly defended the panel's finding in the Ezell Ford shooting case, saying that a 2013 California Supreme Court decision required them to look at the circumstances that led up to the incident and not just the shooting itself.

Paula Madison, a former executive at NBCUniversal, cited the state high court's ruling in the case of Hayes vs. San Diego as the reason why LAPD officer Sharlton Wampler was found to have violated department policy in Ford's death. The "Hayes" decision allowed panels revising use of force issues to take the totality of an officer's conduct into account.

"The pre-shooting actions taken by the police, come into consideration and that changed everything," Madison said in a taping of NBC4's "News Conference" program.

California State Sen. Rod Wright has been sentenced to 90 days in Los Angeles County jail for lying about his legal residence.

Wright was also ordered Friday to complete 1,500 hours of community service and will be on probation for three years. He was ordered to surrender on Oct. 31 to begin the jail sentence, handed down for the Democrat's conviction on perjury charges in January for lying about his residence in the first of three unrelated cases against state lawmakers that cast a shadow over the Legislature.

Prosecutors had wanted Wright, elected to the State Senate in 2008, to serve six months of confinement.

Wright's attorney, Winston Kevin McKesson, said his client did nothing intentionally wrong and deserves a new trial. McKesson said Wright should be sentenced to nothing more than informal probation.

Prosecutors said in a court filing last month that Wright's actions "can only worsen the already jaded public perception of politicians."

That image has taken several blows this year. After Wright's conviction in January, federal prosecutors filed corruption charges against two other Democratic state senators, Ron Calderon of Montebello and Leland Yee of San Francisco.

The Senate suspended all three with pay in March, ending Democrats' two-thirds majority in the 40-member chamber -- a supermajority that had allowed them to act without any support from Republicans. Wright faces possible expulsion from the Senate.

Police on Thursday identified a suspected burglar who told a homeowner she was pregnant before he fatally shot her outside his home in Long Beach.

Tom Greer appeared to have no regret when he told NBC4 Wednesday night that he shot a woman, twice in the back with his .22-caliber Smith and Wesson revolver as she was fleeing with a male accomplice.

The woman was identified as Andrea Miller, in her 20s, from Long Beach. The male suspect was identified as Gus Adams, 26, of Long Beach.

"She says, 'Don't shoot me, I'm pregnant -- I'm going to have a baby.' And I shot her anyway," Greer said. "The lady didn't run as fast as the man so I shot her in the back twice, she's dead ... but he got away."

There was no immediate confirmation of the pregnancy, but the Los Angeles County coroner's office planned to perform an autopsy on the woman on Friday, said Ed Winter, of the coroner's office.

Long Beach police said they are investigating whether Greer should face charges for Tuesday night's shooting in the 3900 block of Country Club Drive.
