Las Vegas (CNN)The simmering rivalry between Marco Rubio and Ted Cruz spilled into the open Tuesday night during the final Republican presidential debate of the year, as the two senators tussled over a string of issues that served to highlight front-runner Donald Trump's discomfort with policy substance.

CNN's two-hour prime-time event here was dominated by national security and terrorism in the aftermath of the deadly terrorist attacks in Paris and San Bernardino, California.

But Trump, who has fueled intense controversy by proposing a ban on Muslims entering the United States, often faded into the background. He even struck an uncharacteristically conciliatory tone by pledging his commitment to the Republican Party -- putting to rest rumors of an independent run -- and holding his punches from the surging Cruz.

Eric Holder: The 'Possibility Exists' That Edward Snowden Could Come Home

In a subtle yet remarkable shift in tone, former Attorney General Eric Holder said Monday that the "possibility exists" that the Justice Department could forge a deal with fugitive leaker Edward Snowden that could bring him home.

Speaking to Yahoo News, Holder said "we are in a different place as a result of the Snowden disclosures," adding that Snowden's revelations about the size and scope of the National Security Agency's sweeping surveillance programs "spurred a necessary debate.

"I certainly think there could be a basis for a resolution that everybody could ultimately be satisfied with. I think the possibility exists," Holder said.

Above the South China Sea (CNN)The Chinese navy issued warnings eight times as a U.S. surveillance plane on Wednesday swooped over islands that Beijing is using to extend its zone of influence.

The series of man-made islands and the massive Chinese military build-up on them have alarmed the Pentagon, which is carrying out the surveillance flights in order to make clear the U.S. does not recognize China's territorial claims. The militarized islands have also alarmed America's regional allies.

Former CIA Deputy Director Michael Morell told CNN's Erin Burnett Wednesday night that the confrontation indicates there is "absolutely" a risk of the U.S. and China going to war sometime in the future.

A CNN team was given exclusive access to join in the surveillance flights over the contested waters, which the Pentagon allowed for the first time in order to raise awareness about the challenge posed by the islands and the growing U.S. response.

Mostafa Ahmed Awwad, 35, a York County, Va., resident who worked at Norfolk Naval Shipyard in Virginia, was indicted on two counts of attempted exportation of defense articles and technical data, according to a news release from U.S. Attorney Dana J. Boente. If convicted, he faces a maximum of 20 years in prison on each count.

Awwad intended to send the schematics to Egypt, authorities said.

R.J. “Renae” Kapheim, 41, approached a Secret Service officer at a checkpoint at 15th and E streets NW just before 1 p.m., Secret Service spokesman Ed Donovan said. Kapheim said that someone in his home town, Davenport, had told him to come to the White House, so he drove his 2013 VW Passat all the way there.

In the trunk of the car, which was parked on Constitution Avenue between 15th and 16th streets NW, officers found a .30-30 rifle and more than 40 rounds of ammunition, Donovan said.

U.S. National Security Prosecutors Shift Focus From Spies To Cyber

(Reuters) - The U.S. Justice Department is restructuring its national security prosecution team to deal with cyber attacks and the threat of sensitive technology ending up in the wrong hands, as American business and government agencies face more intrusions.

The revamp, led by Assistant Attorney General John Carlin, also marks a recognition that national security threats have broadened and become more technologically savvy since the 9/11 attacks against the United States.

As part of the shift, the Justice Department has created a new position in the senior ranks of its national security division to focus on cyber security and recruited an experienced prosecutor, Luke Dembosky, to fill the position.

The agency is also renaming its counter-espionage section to reflect its expanding work on cases involving violations of export control laws, Carlin confirmed in an interview.

Such laws prohibit the export without appropriate licenses of products or machinery that could be used in weapons or other defense programs, or goods or services to countries sanctioned by the U.S. government.

"We need to develop the capability and bandwidth to deal with what we can see as an evolving threat," said Carlin, who was confirmed to his post in April.

U.S. Confirms ISIL Planning Infiltration Of U.S. Southern Border

A senior Homeland Security (DHS) official confirmed to Congress on Wednesday that militants associated with the Islamic State of Iraq and the Levant (ISIL or ISIS) are planning to enter the United States via the porous southern border.

Francis Taylor, under secretary for intelligence and analysis at DHS, told senators during a hearing that ISIL supporters are known to be plotting ways to infiltrate the United States through the border.

“There have been Twitter, social media exchanges among ISIL adherents across the globe speaking about that as a possibility,” Taylor told Sen. John McCain (R., Ariz.) in response to a question about “recent reports on Twitter and Facebook of messages that would urge infiltration into the U.S. across our southwestern border.”

“Certainly any infiltration across our border would be a threat,” Taylor said, explaining that border security agents are working to tighten measures that would prevent this from taking place.

“I’m satisfied we have the intelligence and the capability on our border that would prevent that activity,” Taylor said.

However, McCain was dubious, referring to recent videos released by activist James O’Keefe showing him crossing the border while wearing an Osama bin Laden mask.

Asked by McCain why agents did not stop O’Keefe, Taylor could not provide an answer.

“You can’t answer it because they weren’t there to stop him,” McCain responded.

LUBBOCK, Texas -- Breitbart Texas has exclusively obtained a leaked document warning federal agents about an ISIS-related terrorism threat across the entire US-Mexico border. Though the document focuses on the Texas-Mexico border, Breitbart Texas has confirmed that federal agents across the entire US-Mexico border have received the ISIS terror warning.

The document was released by the Texas Department of Public Safety and warned that ISIS was actively promoting and encouraging supporters to take advantage of the porous Texas-Mexico border to carry out terrorist attacks against US citizens.

The document attributed the increased interest by ISIS to a report done by journalist James O'Keefe. Though the report did not mention O'Keefe by name, it showed images of O'Keefe crossing the porous Texas-Mexico border while wearing an Osama bin Laden mask.

In addition to the report, U.S. Border Patrol Agents confirmed that the U.S. Border Patrol agency was indeed taking the threat seriously. A Border Patrol agent in the Laredo Sector told Breitbart Texas that they had credible information that ISIS was attempting to find individuals and groups in Nuevo-Laredo Mexico to assist in gaining entry into the united states.

Al Qaeda Magazine Hints Of Attack; Urges Bombing Of Vegas, Military Targets

A new English-language Al Qaeda magazine features a how-to article on making car bombs and suggests terror targets in the United States, including casinos in Las Vegas, oil tankers and military colleges, and implies that an attack is imminent.

The online publication, called “Palestine-Betrayal of the Guilty Conscience Al-Malahem” and put out by the media arm of Al Qaeda in the Arabian Peninsula, or AQAP, calls for Muslims around the world to follow “the recipe” provided to set off car bombs in crowded venues. It includes a timeline of "selected jihadi operations" that the Middle East Media Research Institute (MEMRI), which first flagged the slickly-produced latest edition of the terror publication, finds chilling.

“The timeline concludes with the date 201?’ and blank spaces and question marks for the photo and information of the next attack -- implying that it is coming soon.” said MEMRI Executive Director Steve Stalinsky.

There is a suggested list of targets for lone-wolf, or individually executed, terror attacks, including New York's Times Square, casinos and night clubs in Las Vegas, oil tankers and trains, the Georgia Military College, the U.S. Air Force Academy in Colorado Springs, and General Atomics defense contractor in San Diego.

Judicial Watch: Feds’ Bulletin Describes Threat Of Imminent Terrorist Attack On Southern Border

For those of us who’ve been raising alarms about both the jihadist threat and the national-security vulnerability created by the Obama administration’s non-enforcement of the immigration laws, this is not a surprise — particularly less than two weeks before September 11. But it is nonetheless jarring to read. Judicial Watch has just put out this statement:

Islamic terrorist groups are operating in the Mexican border city of Ciudad Juarez and planning to attack the United States with car bombs or other vehicle born improvised explosive devices (VBIED). High-level federal law enforcement, intelligence and other sources have confirmed to Judicial Watch that a warning bulletin for an imminent terrorist attack on the border has been issued. Agents across a number of Homeland Security, Justice and Defense agencies have all been placed on alert and instructed to aggressively work all possible leads and sources concerning this imminent terrorist threat.

Specifically, Judicial Watch sources reveal that the militant group Islamic State of Iraq and Greater Syria (ISIS) is confirmed to now be operating in Juarez, a famously crime-infested narcotics hotbed situated across from El Paso, Texas. Violent crimes are so rampant in Juarez that the U.S. State Department has issued a number of travel warnings for anyone planning to go there. The last one was issued just a few days ago.

Intelligence officials have picked up radio talk and chatter indicating that the terrorist groups are going to “carry out an attack on the border,” according to one JW source. “It’s coming very soon,” according to this high-level source, who clearly identified the groups planning the plots as “ISIS and Al Qaeda.” An attack is so imminent that the commanding general at Ft. Bliss, the U.S. Army post in El Paso, is being briefed, another source confirms. The Department of Homeland Security (DHS) did not respond to multiple inquiries from Judicial Watch, both telephonic and in writing, about this information.

Graham On Islamic State: 'Assume The  Worst'

The United States needs to take the threat of the Islamic State more seriously than the “JV team” characterization President Obama gave the group in an interview earlier this year, according to Senator Lindsey Graham (R., S.C.). He warned of a potential attack within American borders, especially in light of recent intelligence that Americans citizens are working with the group.

“Do they have the capability to hit the homeland? I would say yes — it’s about time now to assume the worst about these guys rather than underestimating them,” Graham said on CNN’s State of the Union. “They’re in competition with the other jihadist groups, and the gold medal will be awarded to the group that can hit America.”

A successful hit on American soil would increase the Islamic State’s status and attract more recruits to the terrorist organization, he explained.​

Last January, President Obama dismissed the Islamic State of Iraq and Syria (ISIS) as a mere junior varsity terrorist outfit compared to al Qaeda. "The analogy we use around here sometimes, and I think is accurate," he told TheNew Yorker, "is if a JV team puts on Lakers uniforms that doesn't make them Kobe Bryant."

Flash forward to this summer. Islamist radicals control vast swaths of land across Iraq and Syria, and this week crossed the border into Lebanon. Their victims' heads festoon telephone wires in Raqqa, Syria, and they have posted videos online showing mass executions of prostrate Iraqis. Other terror groups are rallying to their black banner. ISIS has been so successful that at the end of June it shortened its name to simply the Islamic State (IS), with its leader Abu Bakr al-Baghdadi assuming the title of caliph. President Obama may think they are j.v., but they clearly see themselves as big league.

The Islamic State is metastasizing much the same way al Qaeda did, but on an accelerated timeline. Bin Laden's network grew in the 1990s by recruiting foreign fighters who had battled the Red Army in Afghanistan in the 1980s. The Islamic State has developed its own deep bench of transnational terror talent, recruiting from countries throughout the Middle East, Europe, and even the United States. Franchises are reportedly opening in Libya and Tunisia. The North African terror conglomerate Al-Qaeda in the Islamic Maghreb (AQIM) has aligned with IS. Nigerian Boko Haram leader Abubakar Shekau has sworn allegiance to al-Baghdadi, as has Abu Sayaaf leader Isnilon Hapilon in the Philippines. The Islamic State currently controls more fighters, more territory, and has a vaster alliance system than al-Qaeda ever did.

Pentagon Official: USA "No Safer" After 13 Yrs. Of War

The nation is no safer after 13 years of war, warns a top US military official who leads one of the nation’s largest intelligence organizations.

“We have a whole gang of new actors out there that are far more extreme than Al Qaeda,” says Lt. Gen. Michael Flynn, head of the Defense Intelligence Agency, which employs some 17,000 American intelligence collectors in 140 countries around the world.

That the United States is no safer – and in some respects may be less safe – even after two wars and trillions of dollars could prove to be disappointing news for Americans, noted the journalist questioning General Flynn at the Aspen Security Forum last week.

Still, Flynn was firm on that point. “Yeah, my quick answer is that we’re not,” he said.

America is less safe today in large part because of the emergence of terrorist groups like the Islamic State, formerly know as the Islamic State of Iraq and the Levant. The group is stoking regional wars in Syria andIraq that will only continue to increase in complexity, Flynn said.

As Memorial Day approaches, 51 percent of Americans, according to a CNN/USA Today/Gallup poll, think the commander in chief "deliberately misled" us about Iraq and weapons of mass destruction. "Deliberately misled"? Once again, let's go to the videotape:

Clinton Secretary of State Madeleine Albright, February 1998: "Iraq is a long way from [here], but what happens there matters a great deal here. For the risks that the leaders of a rogue state will use nuclear, chemical or biological weapons against us or our allies is the greatest security threat we face."

Clinton National Security Adviser Sandy Berger, February 1998: "He will use those weapons of mass destruction again, as he has 10 times since 1983."

Portuguese Prime Minister Jose Manuel Durao Barroso, October 2003: "When [former President Bill] Clinton was here recently he told me was absolutely convinced, given his years in the White House and the access to privileged information which he had, that Iraq possessed weapons of mass destruction until the end of the Saddam regime."

French President Jacques Chirac, February 2003: "There is a problem -- the probable possession of weapons of mass destruction by an uncontrollable country, Iraq. The international community is right . . . in having decided Iraq should be disarmed."

President Bill Clinton, December 1998: "Other countries possess weapons of mass destruction and ballistic missiles. Clinton, July 2003: " . . . [I]t is incontestable that on the day I left office, there were unaccounted for stocks of biological and chemical weapons. We might have destroyed them in '98. We tried to, but we sure as heck didn't know it because we never got to go back there."

Gen. Wesley Clark, September 2002, testimony before the House Armed Services Committee: "There's no question that Saddam Hussein is a threat. . . . Yes, he has chemical and biological weapons. . . . He is, as far as we know, actively pursuing nuclear capabilities, though he doesn't have nuclear warheads yet. If he were to acquire nuclear weapons, I think our friends in the region would face greatly increased risks, as would we."

Vermont Gov. Howard Dean [D], September 2002: "There's no question that Saddam Hussein is a threat to the United States and to our allies."

Dean, February 2003: "I agree with President Bush -- he has said that Saddam Hussein is evil. And he is. [Hussein] is a vicious dictator and a documented deceiver. Dean, March 2003: "[Iraq] is automatically an imminent threat to the countries that surround it because of the possession of these weapons."

Robert Einhorn, Clinton assistant secretary of state for nonproliferation, March 2002: "How close is the peril of Iraqi WMD? Today, or at most within a few months, Iraq could launch missile attacks with chemical or biological weapons against its neighbors (albeit attacks that would be ragged, inaccurate and limited in size). Within four or five years it could have the capability to threaten most of the Middle East and parts of Europe with missiles armed with nuclear weapons containing fissile material produced indigenously -- and to threaten U.S. territory with such weapons delivered by nonconventional means, such as commercial shipping containers. If it managed to get its hands on sufficient quantities of already produced fissile material, these threats could arrive much sooner."

Sen. Bob Graham, D-Fla., and others, in a letter to President Bush, December 2001: "There is no doubt that . . . Saddam Hussein has invigorated his weapons programs. . . . In addition, Saddam continues to redefine delivery systems and is doubtless using the cover of a licit missile program to develop longer-range missiles that will threaten the United States and our allies."

Rep. Nancy Pelosi, D-Calif., December 1998: "Saddam Hussein has been engaged in the development of weapons of mass destruction technology, which is a threat to countries in the region, and he has made a mockery of the weapons inspection process."

Sen. John Rockefeller, D-W.Va., ranking minority Intelligence Committee member, October 2002: "There is unmistakable evidence that Saddam Hussein is working aggressively to develop nuclear weapons and will likely have nuclear weapons within the next five years."

“Even our own intelligence community consensus opinion now is that they’re not a threat. Like my dad [Rep. Ron Paul] says, [the Iranians] don’t have an Air Force, they don’t have a Navy,” said Paul, according to a recording of the interview. “You know, it’s ridiculous to think they’re a threat to our national security.”

“It’s not even that viable to say they’re a national threat to Israel,” Paul added. “Most people say Israel has 100 nuclear weapons, you know.”

The future senator, who was working on his father’s presidential campaign at the time, also came out against military action, saying Republicans “all want to invade Iran next.”

“I tell people in speeches, I say, you know we’re against the Iraq War, we have been from the beginning,” said Paul. “But you know we’re also against the Iran war—you know the one that hasn’t started yet.”

In a recent Washington Post column, Paul said he does not support containment of a nuclear Iran, but believes it should be an option.
