In a bid to get her client, former Detroit area emergency room doctor Jumana Nagarwala, out of pre-trial detention, defense attorney Shannon Smith filed a reply brief in U.S. District Court for the Eastern District of Michigan Tuesday. Concluding, Smith confirmed that she expects new FGM arrests and indictments in Chicago and Los Angeles.

The alleged conspiracy to sexually mutilate young girls captured the country’s imagination in April, when Nargarwala was arrested on the first ever federal charges under a law banning the gruesome primarily-Muslim practice.

Chicago and New York rank at the bottom of a new analysis of fiscal strength based primarily on data from 2015 financial reports issued by the cities themselves. The analysis includes 116 U.S. cities with populations greater than 200,000. See the full rankings here.

Chicago’s position at the bottom of the ranking is no surprise to anyone who follows municipal finance. The Windy City has become a poster child for financial mismanagement, having suffered a series of ratings downgrades in recent years. Aside from having thin reserves and large volumes of outstanding debt, Chicago is notorious for its underfunded pension plans.

In just the last few days, two more officers have been killed, one in Texas and one in Illinois.

Despite the lack of evidence that there IS an increase in cops shooting blacks, a few recent killings of blacks by cops has spawned the #BlackLivesMatter movement.

Last year, 6000 blacks killed other blacks, dwarfing the tiny number of blacks killed by cops. Nearly all the cops who killed blacks--and whites for that matter--are vindicated by an investigation or not charged by a grand jury or are acquitted 100 by a jury.

In Chicago alone, 40 people are killed each month, most of them black.

And 75% of the cases are unsolved! 

Crickets.

At least four people were violently attacked in Chicago’s north side over the past week.
The white victims were left beaten and bloodied after the muggings by black youths.

Late night muggings are a violent trend emerging in Chicago’s Lakeview neighborhood.
ABC 7 reported:

Police say at least four people have been violently attacked in the past week on the city’s North Side, but ABC7 has learned about more cases in Lakeview and Wrigleyville.

Two victims say they were beaten, robbed and left seriously injured. Lucas Wittwer described how he was robbed and beaten steps from Wrigley Field.

“They punched me right in the side of the head and then I was on the ground,” Wittwer said.

Wittwer bears the scars of his assault and was briefly hospitalized.

CHICAGO (WLS) -- Her car damaged, her nerves shaken, the victim of an alleged group attack near the University of Chicago campus spoke exclusively with ABC7 Eyewitness News.

Police say two people were arrested and charged, but Susan Pedersen says several dozen people were involved in the attack that left her two children covered in broken glass. They were in the back seat of the vehicle, which was left dented with the rear glass shattered.

"I'm very scared, very anxious, nervous. Just fearful," she said.

Several Big U.S. Cities See Homicide Rates Surge

After seeing years of decline in violent crime, several major American cities experienced a dramatic surge in homicides during the first half of this year.

Milwaukee, which had one of its lowest annual homicide totals in city history last year, has recorded 80 murders so far this year, more than double the 39 it tallied at the same point last year.

Milwaukee police chief Edward Flynn said the mounting homicide toll in his city of 600,000 is being driven by Wisconsin's "absurdly weak" gun laws (carrying a concealed weapon without a state-issued concealed carry is a misdemeanor in the Badger State), a subculture within the city that affirms the use of deadly violence to achieve status, and growing distrust of police in some parts of the city.

Milwaukee is not alone.

Baltimore, New Orleans and St. Louis have also seen the number of murders jump 33% or more in 2015. Meanwhile, Chicago, the nation's third largest city, has seen the homicide toll climb by 19% and the number of shooting incidents increase in the city by 21% during the first half of the year.

CHICAGO — On the day Barack Obama launched himself on the fast track to the presidency, running for a U.S. Senate seat in 2004, Rep. Danny K. Davis (D-Ill.) was right there with him.

He served, in fact, as master of ceremonies for his campaign launch, Davis recalls with a chuckle: “He’s a person that I have supported pretty much straight down the line.”

Until now.

With his presidency waning and a Republican Congress obstructing all but a handful of items on his legislative agenda, Obama has one more big request for House Democrats such as Davis: a vote to grant his administration “fast track” negotiating authority, paving the way for the completion of the vast Trans-Pacific Partnership trade accord, or TPP.

Final votes on the trade legis­lation are set for Friday, and its fate remains uncertain — thanks mainly to the skepticism that runs deep among Obama’s fellow Democrats.

CHICAGO (AP) — First lady Michelle Obama drew on her hometown connections and personal struggles from college and the White House Tuesday during a Chicago high school graduation speech to the classmates of an honor student gunned down in 2013 near the Obama family home.

A boisterous crowd of thousands attended the commencement ceremony for Dr. Martin Luther King Jr. College Preparatory High School, a school that garnered headlines when teenager Hadiya Pendleton was fatally shot on the way home from class. Days earlier she had been in Washington, D.C., to perform with her drill team during President Barack Obama's second term inauguration festivities.

Pendleton would have graduated Tuesday. A chair — draped in purple fabric, her favorite color; a feather boa; and a bouquet of flowers — was reserved in her honor among her cap-and-gown-clad classmates. Her family was presented with an engraved class ring.

The carnage among black young men in Chicago escalates as the weather warms, yet no leftists or race agitators seem to care. The police shooting of a young man in Cleveland draws demonstrations, but the ongoing large scale slaughter in Chicago goes largely unremarked among the demonstrator class or national media.

The Chicago Tribune reports:

At least 56 people were shot over Memorial Day weekend between Friday afternoon and early Tuesday morning, according to authorities.

Twelve people, including three shot Monday afternoon, died from their wounds. Twelve others shot between late Monday morning and early Tuesday morning survived their gunshot wounds, bringing the total of non-fatal gunshot victims for the weekend to 44.

No race is mentioned for any of the victims, but based on past data, nearly all are likely to be black, for it is black neighborhoods that most shootings have been occurring. And unlike any police-involved shootings:

No one was in custody for any of the attacks, and police were investigating.

Chicago: Economic Death Spiral After 84 Years of Democratic Control By Larry Elder

Chicago Mayor Rahm Emanuel, after winning reelection, pronounced Chicago "the greatest city in America." Run by Democrats for more than eight decades, Chicago should serve as a showplace that reflects the wonderful world of "progressive policies."



Public schools are a mess, and the city's finances place their bonds at near junk level. In 2013, the city averaged 36 homicides a month, with the majority of them unsolved.

CNN aired a series on Chicago called "Chicagoland," starring the city's dynamic mayor. Presumably, Emanuel thought it would show off the mayor as he tackled the city's problems. Why, if the man his own mom calls "Rahmbo" can lead Chicago as a prosperous, well-run city, imagine the job he'd do as president of the United States. But the idea backfired -- and not because Emanuel isn't dynamic or hard-working.

The eight-part series showed a beleaguered city, struggling to get by on limited funds. In one episode, a valiant but embattled inner-city high school principal literally maps out "safe passage zones" -- routes her students could take to and from school to avoid gang violence. Think of it. A public school principal literally advising students on how they can go to and from school -- without getting shot.

Welcome to Chicagoland.

A recent piece in the National Journal pronounced Chicago a "broken city:" "Perhaps more than any other major city in America, Chicago is facing a truly grave set of problems -- problems that are essentially more extreme versions of the challenges confronting city governments across the country.

"The quandaries begin with Chicago's dramatic social divide. To an even greater extent than is the case in, say, New York or Philadelphia, Chicago has become two entirely separate cities. One is a bustling metropolis that includes the Loop, Michigan Avenue's Magnificent Mile, and the Gold Coast, as well as the city's well-to-do, working-class, and upwardly mobile immigrant neighborhoods. The other Chicago consists of impoverished neighborhoods on the far South and West Sides, primarily populated by African-Americans. These places have remained beyond the reach of the city's recovery from the Great Recession.

"Meanwhile, even as it grapples with this extreme gap, Chicago is suffering from a severe fiscal crisis. Like plenty of other municipalities, Chicago lacks the revenue to pay its bills, particularly its pension obligations to city workers. According to a 2013 Pew report, 61 other U.S. cities face similar difficulties, but Chicago's situation is one of the worst. ... If the gaping holes in Chicago's social and fiscal fabric ... can't be fixed ... (t)hen Chicago may end up serving as a cautionary tale about the grim political and economic fate awaiting other U.S. cities that put off or wish away their problems."

About Chicago's finances, Investors Business Daily recently reported: "(Chicago's) financial woes have mounted despite Emanuel's efforts to rein them in. Years, perhaps even decades, of past financial sins all seem to be coming home to roost now. ... Moody's Investors Service estimated in a 2013 report that fixed costs, like pension contributions and debt service, could soon eat up more than half the city's operating budget, up from about 15 percent of the 2015 budget."

With contributions to the city's pension plan for government workers funded at only 34 to 35 percent of their liability -- and since unions resist any cuts or givebacks -- taxes must be a raised to cover the shortfall. Raise taxes on job creators, and they leave. When they leave, they take their taxes with them, contributing to the city's further decline, the so-called "economic death spiral."

Nationwide, 10 percent of all parents have their kids in private schools. In Chicago, 39 percent of public school teachers with school-age children have their kids in private school.

So, what to do? Why, find people from whom more taxes can be extracted, of course. As former Rep. Barney Frank, D-Mass., once put it, "There are a lot of very rich people out there who we can tax."

Economist Stephen Moore writes: "Massachusetts Sen. Elizabeth Warren appeared on one of the late night talk shows last week, beating the class warfare drum and arguing for billions of dollars in new social programs paid for with higher taxes on millionaires and billionaires. In recent years, though, blue states such as California, Illinois, Delaware, Connecticut, Hawaii, Maryland and Minnesota adopted this very strategy, and they raised taxes on their wealthy residents. How did it work out? Almost all of these states lag behind the national average in growth of jobs and incomes. So, if income redistribution policies are the solution to shrinking the gap between rich and poor, why do they fail so miserably in the states?"

When French President Francois Hollande imposed a 75 percent tax on the rich, the rich said adieu. The revenue from his "rich person's tax" fell well short of projections. Turns out, rich people aren't stupid, French or otherwise. But the lessons of France are lost on Chicago. The lessons of Chicago are lost on the American left.

A Waukegan teenager had just stolen a handgun from another man when he was shot and killed by Zion police during a foot chase, authorities said late Monday.
The man told police he had arranged to meet with 17-year-old Justus Howell in Zion on Saturday afternoon to sell him the weapon, officials said. But then Howell tried to take the gun from him without paying for it and the two struggled over the weapon before Howell fled with the weapon when police showed up, according to a news release from Zion police.

Rahm Emanuel is probably going to be reelected mayor of Chicago, but it won't have been a pretty road to get there. He failed to garner a majority in the first round of voting, back in February—a rebuke, of sorts, from voters, who had four years ago given him 55 percent of the first-round vote.


As a result, he now faces an April 7 runoff against county official Jesus "Chuy" Garcia. When political junkies in the rest of the country think about Emanuel, they tend to focus on his legendary haughtiness. To take one example: A constituent who met with Emanuel earlier this month to protest the closing of mental-health clinics complained that the mayor had yelled, "You're gonna respect me!" (Emanuel's camp denied to The Huffington Post that the mayor had yelled.) Such haughtiness has certainly hurt Emanuel during this campaign.

Well, it's been nearly a year now since Illinois State Police started issuing permits to citizens who met the established criteria. The result? Local authorities say concealed carry in Illinois has been a non-event — in other words, no problem.

The apocalyptic rhetoric and doomsday predictions have turned out to be so much hot air. So also have predictions that anywhere from 300,000 to 400,000 Illinoisans would apply for a permit and start packing heat. So far, the number is around 90,000. The number will grow, but it's a long way to 300,000 concealed carry licenses.

President Obama found himself in an unusual situation Monday.

As he was casting his ballot early in Chicago, minding his own business behind the voting booth, a young man walked by and warned him “don’t touch my girlfriend.”

The girlfriend, Aia Cooper, who was voting in the booth next to Obama, was humiliated, to say the least. “I really wasn’t planning on it,” Obama joked with the woman. “There’s an example of a brother just embarrassing you, just for no reason whatsoever.”

“And now you’ll be going back home and talking to you friends; what’s his name?” the president asked.

“Mike,” Cooper said.

“‘I can’t believe Mike. He’s such a fool,’” Obama said, impersonating the woman.

“He really is,” she agreed.

Obama continued: “‘I was just mortified. But, fortunately, the president was nice about it. So it’s all right.’”

“I am freaking out right now,” she said, laughing.

The president got the last laugh, though.

Chicago: 3 Killed, 19 Wounded In Weekend Shootings Across City

Three people were killed and at least 19 other people wounded in citywide shootings since Friday evening.

An 18-year-old woman was fatally shot early Sunday while she was in a Belmont Cragin apartment on the Northwest Side.

Alexandra Burgos was sitting in an apartment in the 5300 block of West Oakdale about 12:35 a.m. when gunshots came from outside and struck her in the head, police and the Cook County medical examiner’s office said.

She was taken to Illinois Masonic Medical Center, where she was pronounced dead at 1:24 a.m., authorities said. Her home address was not immediately known Sunday evening.

About 1 a.m. Saturday, a man was shot to death in the West Englewood neighborhood on the South Side.

Genorel Martin, 24, was shot in the chest in the apartment building where he lived in the 6700 block of South Throop, according to police and the medical examiner’s office. He was opening the door to the building’s vestibule when a male opened fire, police said.

Martin was pronounced dead at the scene at 1:12 a.m., authorities said.

CHICAGO (CBS) – As he ramps up his campaign for mayor, Ald. Bob Fioretti (2nd) has released a new poll suggesting Mayor Rahm Emanuel is more unpopular in Chicago than rush hour traffic or the Fox News Channel.

WBBM Newsradio Political Editor Craig Dellimore reports, with tongue planted firmly in cheek, Fioretti released results of a Hamilton Campaigns poll he commissioned to gauge likely Chicago voters’ opinions of the current mayor, and some other famously unpopular things in Chicago: traffic on the Eisenhower Expressway, Fox News, and the Green Bay Packers.

With Emanuel’s first term as mayor nearly done, the poll showed he has a higher unfavorable rating in Chicago than both Fox News and rush hour traffic on the Eisenhower.

Of the 500 likely voters questioned for the poll 52 percent had a somewhat unfavorable or very unfavorable opinion of Emanuel. Only 49 percent had a somewhat or very unfavorable opinion of morning traffic on the Eisenhower, and 51 percent had a somewhat or very unfavorable opinion of Fox News.
