Just weeks before Hillary Clinton kicked off her campaign for president on Roosevelt Island, a Clinton family loyalist quietly parted ways with the powerful clan.

Doug Band, a man once so close to President Bill Clinton that he was considered a surrogate son, left the Clinton Foundation, where he had various board appointments, The Post has learned.

Band declined to comment, except to confirm he resigned his position last month. The departure marks the end of a complicated relationship between Band’s controversial consultant corporation, Teneo, and the Clintons.

And while the Clinton Foundation has been under fire for allegedly trading millions of dollars in donations for access to Bill and Hillary Clinton when she was secretary of state, Teneo’s role is less well-known.

But Teneo played a part in what author Daniel Halper in his 2014 book “Clinton Inc.,” described as a vast money-making machine.

The Clinton administration had bankrupted the intelligence community and refused to let the CIA prioritize anti-terrorism over other major priorities in the late 1990s, leaving the agency stretched too thin in the days ahead of the 2001 terrorist attacks, former Director George J. Tenet said in a 2005 document declassified Friday.

Mr. Tenet, who was head of the agency at the time of the Sept. 11 attacks and has taken severe criticism for not anticipating and heading them off, said in the document that he took the threat of Osama bin Laden very seriously, and put major effort into trying to penetrate al Qaeda, beginning as far back as 1998.

In one revelation, Mr. Tenet says those efforts averted off an earlier “major attack” planned by al Qaeda for some time in 1999 or 2000. The document gives no other details.

Kathleen Willey, the former White House aide who claims President Bill Clinton sexually assaulted her in 1993 during his first term, now suspects the former president suffers from dementia, and calls Hillary Clinton a “money-hungry” hypocrite who looks “awfully haggard” and is the “worst role model for a wife and a mother and a politician.”

Willey, author of the book “Target: Caught in the Crosshairs of Bill and Hillary Clinton,” made her scathing comments in an interview Sunday night on Aaron Klein Investigative Radio, broadcast on New York’s AM 970 and Philadelphia 990 AM, as well as online.

She is now seriously questioning the mental health of both of the Clintons.

“[Hillary] is really looking awfully haggard these days,” Willey said.

“After watching [Bill's] performance with [NBC News' Cynthia] McFadden, when he said that I’ve gotta pay my bills, I think he’s showing early signs of dementia or something. He’s not the old Bill Clinton that we all remember. I mean, he was all over the place.

FLASHBACK: Who Started That Story About Iraq, WMDs, And Al Qaeda? That’s Right, Bill Clinton.

Ok, let’s stipulate up front: the Bush administration owns the invasion of Iraq and everything that happened because of it up through 2009. (I do not believe new presidents inherit all responsibility on Inauguration Day; there is a grace period. President Obama’s expired about three years ago, but leave that argument for another day.) When Megyn Kelley is pantsing former Vice President Dick Cheney on this, you know that even the conservatives have accepted at least that much.

On one thing, however, it’s important to set the record straight, and that’s the issue of “lies” about WMD, especially chemical weapons. It has now become pretty much the status of urban legend that no one was crazy enough to link Saddam Hussein to WMD and Al Qaeda terrorists until the Bush administration did it as a rationale — one of several — for the 2003 invasion. It makes for a great story, except for one problem.

It’s wrong.

What follows is adapted from my 2008 book on preventive war, Eve of Destruction. Let’s be clear: if I knew this in 2006 and 2007 when the book was undergoing edits at a top university press, then it wasn’t a secret. The fact of the matter is that Bill Clinton laid out the connection between Iraq, VX weapons, and Al Qaeda in 1998, and Clinton himself provided such a strong rationale for going to war against Hussein that the far left wasapeshit distressed at his turn toward warmongering.

If you really want to know why we didn’t have a major (or major enough) debate on going to war in 2003, you might consider the degree to which senior members of the Democratic Party over 15 years ago had already sold their souls to support Clinton’s bellicose rhetoric, and thus were going to have a hard time explaining why they were then retreating on their own death-to-Saddam stuff only five years later without looking nakedly partisan.

I think this is one of many places that Bill Clinton eviscerated the heart and soul of the Democratic Party through his “triangulations” and other compromises, actions that I as a conservative welcomed, but whose damage to our public life is only now really evident. Again, a debate for another day.

In the meantime, if you’re one of the people who burps up that line about Bush’s “lies” in 2003, I suggest you revisit 1998 for a moment. The except below can be found on pages 49-51 of the book.

In his final press conference, President George W. Bush called failing to find WMD in Iraq a "disappointment."

For many historians — not allowing a little history to pass before rendering judgment — this makes him a "failed president." In a 2006 survey of 744 history professors, 82 percent rated President Bush either below average or a failure. Last April, in an informal poll of 109 historians by George Mason University, 98 percent considered him a failed president, and 61 percent judged him one of the worst in American history.

His "crime"? For most of these historians, Bush led the country into an "unnecessary war."

Return to the bad old days immediately following Sept. 11, 2001, when terror attacks killed 3,000 on American soil. Eighty to 90 percent of Americans expected another attack — on American soil — within six months to a year. Critics called Bush asleep at the wheel, that he failed to "connect the dots." Never mind that the 9/11 Commission said that former President Bill Clinton blew several opportunities to kill or capture Osama bin Laden.

Let us recall Saddam Hussein, the "Butcher of Baghdad."

Under President Clinton, Congress voted for — and he signed — the Iraq Liberation Act, calling for "regime change." Saddam Hussein stood in defiance of several United Nations resolutions calling for him to fully account for his weapons of mass destruction. He certainly possessed WMD, having used them against his enemies and his own people. He continually fired at the American and British planes patrolling the southern and northern "no-fly zones" set up to prevent genocide against fellow Iraqis. In addition to stealing billions from the "oil-for-food" program (to what end?), he sent $25,000 apiece to families of homicide bombers who attacked Israelis. Following Saddam's 1990 invasion of Kuwait and the U.S.-led coalition's subsequent expulsion of him, we found Saddam much closer to developing a nuclear weapon than our intelligence community assumed. He later attempted to assassinate former President George H.W. Bush. Estimates vary, but Saddam killed, during his 25-year reign, between 300,000 and 1 million Iraqis.

In the October 2002 National Intelligence Estimate, all 16 U.S. intelligence departments concluded — with the highest possible level of certainty — that Saddam still possessed stockpiles of chemical and biological WMD. British intel reached the same conclusion. According to former CENTCOM commander Gen. Tommy Franks, officials in Egypt and Jordan told him that they believed the dictator still possessed WMD.

Bush retained the same CIA director, George Tenet, who served under Clinton. Tenet described the case for assuming the dictator possessed WMD a "slam-dunk." After the invasion of Iraq, Clinton publicly said he thought Saddam still had the weapons. A few months after the Iraq invasion, the former president visited Portuguese Prime Minister Jose Manuel Durao Barroso, who later said, "When Clinton was here recently, he told me he was absolutely convinced, given his years in the White House and the access to privileged information which he had, that Iraq possessed weapons of mass destruction until the end of the Saddam regime."

True, "weapons hunter" David Kay, sent to Iraq to find the stockpiles, found no WMD. But Kay said that Saddam retained the capacity and the intent to restart his program.

Now let's play suppose.

Bush ignores the nearly unanimous intelligence community. He takes no action against Saddam. The dictator remains in power. The sanctions end. He restarts his WMD program. We experience another 9/11 or worse on American soil. Our intel traces the attack back to Saddam. Congress demands investigations for Bush's "failure to heed the clear consensus of the intelligence community and to take appropriate action." Democrats and many Republicans push for impeachment, based on negligence and malfeasance.

Angry members of Congress quote the February 1998 words of the secretary of State under Clinton, Madeleine Albright: "Iraq is a long way from (here), but what happens there matters a great deal here. For the risks that the leaders of a rogue state will use nuclear, chemical or biological weapons against us or our allies is the greatest security threat we face."

What if we had known before we got there that he possessed no stockpiles of WMD? Would we have invaded? A better question is as follows: Given what the President reasonably thought and the consequences of doing nothing, did he do the right thing?

Osama bin Laden called Iraq the "central front in the war" against the infidels. Gen. Franks said: "The global war on terrorism will be a long fight. But make no mistake about it. We are going to fight the terrorists. The question is: Do we fight them over there, or do we fight them here?"

Support for homicide bombing has fallen dramatically from 2002 to 2007 in seven of eight Muslim countries surveyed — as much as 74 to 34 percent in Lebanon, and 33 to 9 percent in Pakistan. And support for the extreme "Islamist" parties in Muslim countries, with some exceptions, has also declined. Iraq — alone among Muslim Middle Eastern countries — now has a fledgling democracy.

One more thing. We haven't been attacked on American soil since 9/11.

The Hill: Obama As Unpopular As George W. Bush In Poll

A new survey suggests President Obama is just as unpopular as former President George W. Bush.

Just over half of those polled, 51 percent, have an unfavorable view of Obama, and 51 percent currently feel the same about Bush, according to a CNN/ORC International poll released Thursday.

Forty-seven percent of the public has a favorable rating of Obama, which CNN said is a new low for him, and roughly identical to Bush’s favorable rating of 46 percent.

Days before leaving the White House in January 2009, Bush had a favorable rating of 35 percent. After the 2008 election, Obama had a 78 percent favorable rating.

Bush and Obama now have lower favorable ratings than their two predecessors. Nearly 70 percent have a positive view of former President Bill Clinton and nearly 60 percent have a favorable view of former President George H.W. Bush.

Hillary Clinton’s favorable ratings have slipped since she left the State Department in 2013. After her departure, 67 percent viewed her positively. Fifty-five percent view her that way now, the new poll found.

Clinton’s daughter, Chelsea, joins her dad in having a higher rating than her mom, with nearly 60 percent holding a favorable view.

The poll surveyed 1,003 adults between May 29 and June 1 and has a 3 percentage point margin of error.

Monica Lewinsky writes in Vanity Fair for the first time about her affair with President Clinton: “It’s time to burn the beret and bury the blue dress.” She also says: “I, myself, deeply regret what happened between me and President Clinton. Let me say it again: I. Myself. Deeply. Regret. What. Happened.”

After 10 years of virtual silence (“So silent, in fact,” she writes, “that the buzz in some circles has been that the Clintons must have paid me off; why else would I have refrained from speaking out? I can assure you that nothing could be further from the truth”), Lewinsky, 40, says it is time to stop “tiptoeing around my past—and other people’s futures. I am determined to have a different ending to my story. I’ve decided, finally, to stick my head above the parapet so that I can take back my narrative and give a purpose to my past. (What this will cost me, I will soon find out.)”

Clearing the Air
Maintaining that her affair with Clinton was one between two consenting adults, Lewinsky writes that it was the public humiliation she suffered in the wake of the scandal that permanently altered the direction of her life: “Sure, my boss took advantage of me, but I will always remain firm on this point: it was a consensual relationship. Any ‘abuse’ came in the aftermath, when I was made a scapegoat in order to protect his powerful position. . . . The Clinton administration, the special prosecutor’s minions, the political operatives on both sides of the aisle, and the media were able to brand me. And that brand stuck, in part because it was imbued with power.”

Job Hunting

After the scandal, writes Lewinsky, “I turned down offers that would have earned me more than $10 million, because they didn’t feel like the right thing to do.” After moving between London (where she got her master’s degree in social psychology at the London School of Economics), Los Angeles, New York, and Portland, Oregon, she interviewed for numerous jobs in communications and branding with an emphasis on charity campaigns, but, “because of what potential employers so tactfully referred to as my ‘history,’” she writes, “I was never ‘quite right’ for the position. In some cases, I was right for all the wrong reasons, as in ‘Of course, your job would require you to attend our events.’ And, of course, these would be events at which press would be in attendance.”

Correcting the Record

Lewinsky writes that she is still recognized every day, and her name shows up daily in press clips and pop-culture references. She admits that she used to refer to Maureen Dowd as “Moremean Dowdy,” but “today, I’d meet her for a drink.” And she requests one correction of Beyoncé, regarding the lyrics to her recent hit “Partition”: “Thanks, Beyoncé, but if we’re verbing, I think you meant ‘Bill Clinton’d all on my gown,’ not ‘Monica Lewinsky’d.’”

Title Of New Hillary Clinton Book Revealed: 'Hard Choices' --Think she'll address Juanita Broaddrick's allegation?

Hillary Rodham Clinton's upcoming book will be called "Hard Choices," a title that reflects how the potential 2016 presidential candidate may try to define her record as President Barack Obama's secretary of state while she considers another White House campaign.

Publisher Simon & Schuster said Friday the new book, to be released June 10, will offer Clinton's "inside account of the crises, choices and challenges" she faced as secretary of state and "how those experiences drive her view of the future."

"All of us face hard choices in our lives," Clinton writes at the start of the book, according to the publisher. "Life is about making these choices, and how we handle them shapes the people we become."

Clinton's State Department memoir will hit bookshelves as the former first lady and New York senator sits atop polls showing her as the leading Democratic contender should she seek the presidency. Since leaving the State Department, Clinton has traveled widely, giving speeches to industry groups, college students and others while joining the foundation led by her daughter, Chelsea Clinton, and her husband, former President Bill Clinton.

A preview released by the publisher indicates that Clinton will highlight a close working relationship with Obama, whom she may wish to succeed. Simon & Schuster said on a website promoting the book that Clinton and Obama "had to decide how to repair fractured alliances, wind down two wars, and address a global financial crisis. They faced a rising competitor in China, growing threats from Iran and North Korea, and revolutions across the Middle East."

Clinton's potential candidacy has been eagerly anticipated by Democrats, who frequently ask Clinton about her intentions and encourage her to try to become the nation's first female president. A series of Democratic outside groups is already building support for a future campaign while Republicans question her accomplishments at Foggy Bottom.

Felons cannot vote in the United States, but a record can’t stop someone from running for a seat in Congress. Ex-Louisiana Gov. Edwin Edwards might be the latest lawmaker to hit the campaign trail after a scandal, but he is hardly the first.

Former Rep. Mel Reynolds, D-Ill.: He was a rising star in the Democratic Party, a Harvard graduate and former Rhodes Scholar when he won his bid for Congress in 1992. However, Rep. Mel Reynolds’ congressional career was brief. In 1994, just a few months before his first run for re-election, the congressman was accused of engaging in a sexual relationship with an underage campaign volunteer. While the scandal overshadowed his race, Reynolds denied the charges and kept campaigning. He ran unopposed for his seat and won re-election. A year later, Reynolds was convicted of obstruction of justice, sexual assault and solicitation of child pornography. He resigned from the House of Representatives and served more than seven years in prison on the sex abuse charges and a series of fraud convictions. President Bill Clinton commuted the end of his fraud sentence.
