Jerry Brown Worries About ‘Overpopulation’ Amid California Drought

By Michael Bastasch, Jun. 10, 2015, Daily Caller

Gov. Jerry Brown is worried that the Golden State will eventually have too many people for the state’s water supplies to support.

Brown made the comments before the Metropolitan Water District of Southern California Board and also warned that global warming was exacerbating California’s drought.

California’s four-year drought has put huge strains on the state’s water supplies and forced a public discussion on state water infrastructure and how officials allocate water rights. Gov. Brown has imposed draconian water restrictions in the hopes he can cut water use of metropolitan areas across the state.

Water restrictions have even touched California’s agriculture industry, which is expected to shed 18,000 farm jobs this season, equalling about $1.2 billion in lost wages. But even as thousands of farm hands could lose their jobs, California officials are still flushing millions of acre feet of water every year to protect the endangered Delta Smelt fish.

California's Bold Attack On Climate Change

Los Angeles Times, Jan. 8, 2015

Though the numbers are specific, what's left uncertain at this point is how California would reach such lofty goals, how much it would cost and whether it's even possible within the 15-year time frame. The governor's speech was appropriately a statement of grand vision, not a catalog of new regulations and funding schemes. But on Friday, when he unveils his budget proposal, we hope Brown will make the outlines of his plan, and the price, clearer.

Poll Finds Support For Gov. Brown And His Ballot Measures

Seema Mehta, Nov. 2, 2014, Los Angeles Times

Democratic Gov. Jerry Brown is coasting to a historic fourth term with record-high approval ratings, and the ballot measures that he has made the centerpiece of his reelection bid — a water bond and a rainy-day fund — are also supported by a majority of likely voters, according to a new USC Dornsife/Los Angeles Times poll.

Republicans nationwide appear poised for major victories on Tuesday, but California once again is an outlier, with Democrats likely to maintain their iron grip on Sacramento. The party's candidates led their GOP rivals in every statewide contest, the poll found.

Guess Who's Last? CATO's Grading Of Governors Fiscal Policies

 California Governor Jerry Brown
By Scott Shackford, Oct. 2, 2014, Reason.com

The Cato Institute released a report grading governors across the country over their recent fiscal policies and how well they've tried to rein in taxes and spending. The good news, according to Cato experts Chris Edwards and Nicole Kaedig, is that "we are in the midst of the best tax-cutting run since the late 1990s."

The governors ranking at the top of the list of fiscal responsibility were all Republicans while the governors at the bottom were all Democrats. There were some Dems with pretty good scores, though, like Lincoln Chaffee of Rhode Island and Andrew Cuomo of New York, both of whom have worked to make their tax environments more friendly and competitive for businesses.

Ranking dead last on the list, and it's not even really close, is California Gov. Jerry Brown, who has pushed forward big tax increases and budget increases and still wants to throw billions of dollars at the boondoggle of a high-speed rail. He scores a mere 19 points out of 100. The four governors earning A's from Cato were Pat McCrory of North Carolina, Sam Brownback of Kansas, Paul LePage of Maine, and Mike Pence of Indiana, all Republicans.

Powder Cocaine Dealers Are No Longer Special Under the Law (Sorry)

By Dennis Romero, Sept. 29, 2014, Laweekly.com

Used to be that being successfully prosecuted for holding a decent quantity of crack could put you behind bars for up to five years.

No longer. California Gov. Jerry Brown last night signed a bill that will make possession of crack and possession of powder cocaine for sale the same crime, both worth two to four years in state prison.

That's no walk in the park, but drug decriminalization proponents are hailing the new law as one giant step for justice. Here's why:

Critics have long said that longer sentences for crack possession discriminate against African Americans and other people of color because the "rock" form of the drug is more prevalent in minority communities.

At the same time, white folks, who appear to prefer the powder form, have received lower sentences. It's called sentencing disparity. And whites are much less likely to be arrested for drugs in the first place, despite greater use rates.

The Drug Policy Alliance says a whopping 98 percent of those in prison for crack-related crime in California are minorities. More than three-fourths are African American.

L.A.-area state Sen. Holly Mitchell's California Fair Sentencing Act, or SB 1010, eliminates the justice system's discrimination when it comes to crack and powder.

Cal Poll: Obamacare Support Sliding, Gov Brown, Water-Bond Up Big

By Christopher Cadelago, Sept. 23, 2014, Sacbee.com

The Affordable Care Act continues to divide Californians, who remain skeptical four years after its passage despite the state’s relatively smooth launch in which more than 1.2 million people enrolled in health insurance coverage.

A new survey released late Tuesday found some 42 percent of state residents generally view the law favorably, while 46 percent harbor unfavorable opinions. Support is down somewhat since May, before a wave of targeted TV ads began in a handful of competitive congressional districts.

Democrats view the law positively while an overwhelming majority of Republicans (80 percent) see it unfavorably. Of the 1 in 5 Californians who say that they were aided by the law, 31 percent say that it allowed them or a family member to obtain or retain health care.Meanwhile, of the 1 in 5 who said they have been harmed by the law, more than half reported it led to higher costs while about 20 percent say it made it more difficult to get coverage.

The survey, by the Public Policy Institute of California, also determined likely voter sentiment on other major issues:

• Democratic Gov. Jerry Brown leads Republican Neel Kashkari by 21 percentage points in the race for governor, with the challenger failing to alter the dynamic after their only scheduled debate. Brown, running for a historic fourth term, leads Kashkari 54 percent to 33 percent among likely voters with fewer than 50 days before the general election.

California: Taxes On Rich Closed The State Budget Deficit

By Dan Walters, Sept. 13, 2014, Sacbee.com

As Jerry Brown seeks his fourth term as governor this year, he’s crowing about balancing the state budget after years of deficits that piled up a “wall of debt.”

Certainly Brown deserves some of the credit.

He moderated the spending ambitions of his fellow Democrats and, more importantly, persuaded voters to enact temporary sales and income tax hikes, the latter only on the highest-income taxpayers.

Those boosts, when coupled with the state’s emergence from the worst recession since the Great Depression, sharply increased the state’s general fund revenue over the last few years, from about $86 billion when Brown was running in 2010 to over $106 billion during the current fiscal year.

But the tax increase accounts for perhaps a third of the revenue gain.

The rest stems from the improving economy and particularly the substantial increases in incomes of the state’s highest-income taxpayers – the chief targets of the 2012 tax increase.

While criticizing the widening gap between “one-percenters” and the rest of us is popular, the fiscal reality is that California’s budget probably would still be drowning in red ink were it not for taxes on income gains by those atop the economic food chain.

State income tax data for 2012, the latest available and the first year of the temporary income tax increase, illustrate that fact.

Restricting 'Choice': California Dictates That Its Employers Cannot Refuse To Cover Elective Abortions

By Tom Blumner, Aug. 31, 2014, Newsbusters.org

This "choice" thing with abortion is really the narrowest of one-way streets.

Seven robed men decided in 1973 that a woman has a "privacy" right to "choose" to take the life of a pre-born baby she is carrying, the God-given right to life of the baby be damned. But the radicals in Jerry Brown's government in the State of California have now mandated that all employers in that state, even those with religious affiliations, do not have a choice as to whether they will cover abortions in their health plans. It's funny, but certainly not in a humorous sense, how certain states' attempts to limit the practice routinely make national news, while this blatantly coercive dictate by California has barely been noticed.

The Associated Press did carry a story at its national site (a backup link is here). But it was not widely picked up. Additionally, a Google News search on "California elective abortions" (not in quotes, sorted by date, showing duplicates) returned about 55 items, almost all of which were from news outlets within the state or prolife and religious publications.

Here are excerpts from the unbylined AP item (bolds are mine throughout this post):

CALIFORNIA: INSURERS MUST COVER ELECTIVE ABORTIONS

Health insurance companies in California may not refuse to cover the cost of abortions, state insurance officials have ruled in a reversal of policy stemming from the decision by two Catholic universities to drop elective abortions from their employee health plans.

Gov. Jerry Brown To Mexican Illegals: You're All Welcome In California

California Governor Jerry Brown
Source:  www.blogs.sacbee.com
By Tony Lee, Aug. 26, 2014, Breitbart.com

On Monday evening, California Governor Jerry Brown said all Mexicans, including illegal immigrants, are welcome in California.

According to the Los Angeles Times, while introducing Mexican President Enrique Peña Nieto, who said America is "the other Mexico," Brown "spoke about the interwoven histories of Mexico and California." He "nodded to the immigrants in the room, saying it didn't matter if they had permission to be in the United States."

"You're all welcome in California," Brown reportedly said.

Brown has made California a sanctuary state by signing the Trust Act, giving driver's licenses to illegal immigrants. He has also expanded financial aid to illegal immigrants by signing the California DREAM Act. Peña Nieto reportedly "thanked state officials for embracing foreigners, citing measures that extend state benefits to immigrants."

Even during the border crisis, Brown reportedly vowed "to find ways to shorten long waits at the Tijuana-San Diego international border crossing," saying, "If we can put a man on the moon, we can put a man from Mexico to California in 20 minutes."

Mexico, California Question Texas Border Troop Plan

California Governor Jerry Brown
By AFP, Jul. 28, 2014, News.yahoo.com

Mexico City (AFP) - Mexico's foreign minister and the visiting governor of California questioned Monday plans by Texas to deploy troops to stem the flow of immigrant children, saying they need humanitarian aid instead.

Governor Jerry Brown, on a visit focused on boosting trade with California's southern neighbor, said the Texas plan must be a short-term measure and that he hopes "wiser minds will prevail over the next several months."

The Democratic politician was referring to a plan announced last week by Texas Governor Rick Perry, a Republican seen as a potential 2016 presidential election candidate, to send 1,000 National Guard reservists to the enormous and porous border US-Mexico border.

More than 57,000 children, mostly from Central America, have entered the United States illegally and without adult supervision since October, many fleeing unrelenting gang violence in their home countries.

With Libs Pining For HRC Challenger, Ambitious Dems Get In Position

California Governor Jerry Brown
Credit: Westside Watch
By Phillip Rucker and Robert Costa, Jul. 19, 2014

DETROIT — On the night before her Friday keynote address to a gathering of progressive activists here, Sen. Elizabeth Warren tried to slip into a hotel restaurant for a quiet dinner. But the former law professor has become a liberal superstar, and when a few admirers spotted her walking to the corner of the dining room, they cheered loudly. A moment later, more joined in the applause. Then one urged her, “Run for president!”

The next morning at Netroots Nation, where Warren (D-Mass.) gave a fiery sermon for economic populism — “The game is rigged, and it isn’t right!” — scores of swooning supporters wore faux-straw boater hats with “Warren for President” stickers and chanted, “Run, Liz, run!”

Even as Hillary Rodham Clinton looms as the overwhelming favorite for the 2016 Democratic presidential nomination, the party’s base is stirring for a primary fight. There’s a pining for someone else, and a medley of ambitious Democrats are making moves — many of them previously unreported — to position themselves to perhaps be that someone.

In stark contrast to the overt maneuvering on the Republican side, the 2016 Democratic presidential sweepstakes has been largely frozen in place as Clinton decides whether to run. But with the former secretary of state’s book-tour stumbles exposing a serious vulnerability with grass-roots voters, small cracks are beginning to emerge.

By Joel B. Pollak, Mar, 23, 2014

The Los Angeles Times' Evan Halper documents what attendees at the recent Conservative Political Action Conference near Washington, D.C. also noted: namely, that there is a sharp rise among conservatives in enthusiasm for, and interest in, liberalizing marijuana laws. Conservative legislators are embracing a rising business constituency in marijana growers and dispensary owners, who are actively courting their interest.

Halper notes, for example, that some conservative lobbyists have found new careers as lobbyists for the marijuana industry. They have found a receptive audience with Republicans like Rep. Dana Rohrabacher (R-CA), who was recently fêted at a fundraiser by the Marijuana Policy Project, which supports a bill co-sponsored by Rohrabacher's to prevent the federal government from attempting to override state laws on marijuana.

There is a distinctively California angle to the debate over marijuana. The state was among the first to legalize medical uses of marijuana--which are often abused, and which have sparked a backlash against proliferating dispensaries even in liberal cities. Now, as states like Colorado outpace California--and the rest of the world--in legalizing the drug, California's legislators debate whether the state should try to regain the reformist lead.
