HHS: Obamacare Should Be Available To 'DREAMERS'

The Obamacare and immigration debates collided Tuesday as Health and Human Services chief Sylvia Burwell called for extending Obamacare benefits to DREAM-eligible illegal immigrants.

Burwell was speaking on a public Google hangout with prominent Latina bloggers to promote Saturday’s opening of the Obamacare enrollment period when she shifted to her thoughts on immigration reform.

ICYMI: WSJ--How Affordable Is the Affordable Care Act?

The Department of Health and Human Services recently released a report making the case for how Obamacare’s premium subsidies have made health insurance more affordable for individuals. But those who do not qualify for federal subsidies appear to find exchange coverage anything but affordable.

As some have noted, a separate HHS report released in May highlighted the fact that during the 2014 open-enrollment period, 13.5 million individuals were found eligible to purchase coverage on state or federal exchanges. Of these, about 8.7 million qualified for federal insurance subsidies. That means nearly 4.8 million individuals were not eligible for subsidies. And while more than three-quarters of the 8.7 million who did qualify for subsidies (or 6.6 million) selected an insurance plan, only 1.2 million of those who did not qualify for subsidies selected a plan.

In other words, only about one-quarter of those not receiving federal insurance subsidies decided that the options offered were worth selecting a plan. It’s possible that even fewer decided to pay their first month’s premium. (Worth monitoring as more data become available: Are unsubsidized individuals not paying insurance premiums at greater rates than those receiving federal subsidies?)

Several studies suggest that Obamacare’s package of mandated benefits and other regulations have increased premium levels substantially. Advocates of the Affordable Care Actsay that federal subsidies have made coverage more affordable, but others have argued that using government spending–more than $1 trillion in exchange subsidies and $1.8 trillion in spending on new coverage overall–to mitigate the effects of regulation presents a solution in search of a problem.

Charities Taking Care of Unaccompanied Minors Getting Significant Federal Grants

MIAMI — Florida nonprofits have taken in more than 3,000 unaccompanied minors from Central America who illegally crossed the southern border, but those organizations are being paid handsomely by taxpayers for doing so.

The Department of Health and Human Services’ Tracking Accountability in Government Grants System, or TAGGS, reports Florida nonprofits have received $21 million thus far in 2014 to care for the children who came in with a wave of illegals earlier this year.

His House Children’s Home in Miami, a nonprofit providing residential care for abused, abandoned and neglected children, received about $10 million, nearly double what it got last year.

Catholics Charities of the Archdiocese of Miami received more than $4.3 million to care for 300 border children. Millions more went to The Gulf Coast Jewish Family Services Inc. in Pinellas County, Neighbor to Family in Volusia County, Sandy Pines Hospital in Palm Beach County and The Children’s Home Inc. in Hillsborough. For many of those groups, it was the first time they received federal grant money.

The Department of Health and Human Services is required by law to care for unaccompanied immigrant children when there is no parent or legal guardian in the United States.

The federal grants are meant to cover costs for temporary housing, medical care and support services.

But details of exactly how the money is being spent haven’t been easy to come by.

Several, including Catholic Charities, referred questions to the Department of Justice saying “As determined by ORR’s (Office of Refugee and Resettlement) policy, all media requests for any information regarding unaccompanied minors/programs et al in these facilities must be cleared by DOJ,” spokeswoman Mary Ross Agosta said in an email.

Others didn’t respond.

The vast majority of 50,000 unaccompanied youths and children who have illegally crossed the Texas border during the last few months have been successfully delivered by federal agencies to their relatives living in the United States, according to a New York Times article.

A second New York Times article report revealed that officials have caught an additional 240,000 Central American migrants since April, and are transporting many of them to their destinations throughout the United States.

The 290,000 illegals — so far — are exploiting legal loopholes that allow them to get temporary permits to stay in the United States.

Experts say that President Barack Obama’s administration has failed to close the loopholes and is unlikely to deport more than a small percentage of the illegals, despite the high unemployment rates among American Latino, African-American and white youths, and the strapped budgets of many cities and towns.

The president’s policy has caused protests by frightened citizens in towns such as Murrieta. But Obama’s allies — such as La Raza, an ethnic lobby for Latinos — are eager to escalate the conflict and to paint the protestors as racists. Those protests may escalate before the November elections.

The Central American parents of the 50,000 youths and children are using a 2008 law to ensure their children are transported to them for free by a relay of border patrol and Department of Health and Human Services officials. The youths are delivered to the border patrol by smugglers, dubbed coyotes, in exchange for several thousand dollars.

Half of the 50,000 Central American youths were delivered by taxpayer-funded employees directly to their parents now living in the United States, and another third were delivered to people who said they were close relatives, said the July 3 article.

That new data was included in the 19th paragraph of a 20-paragraph July 3 article.

Top immigration officials choose to not check if the relatives or parents who pick up the children are in the country legally.

Both New York Times articles described the border-crossing illegal aliens as “immigrants.” In fact, “immigrants” is the term for people who legally migrate into the United States.

HOUSTON, Texas--An unaccompanied minor from Central America who entered the U.S. illegally has been confirmed as having the Swine Flu, also known as the H1N1 flu.

A spokesperson from the U.S. Department of Health and Human Services confirmed that the sick child is at the Lackland Air Force base in San Antonio, according to KRGV. 2,000 H1N1 vaccinations are being brought to the air base, where more than 1,000 illegal immigrant minors are currently staying.

Congressman Louie Gohmert told Breitbart Texas that the U.S. Department of Health and Human Services--the agency currently caring for many of the unaccompanied minors--is not doing an adequate job of screening and treating diseases.

"Having spent the weekend on our border, I can tell you that the U.S. Department of Health and Human Services is not taking charge of the undocumented children in any kind of reasonable time frame as they are absolutely required to do," Gohmert said. "It is becoming more and more apparent that the Obama administration’s reckless disregard for enforcing this nation’s laws at the border has become a reckless disregard for human health and life. Even when they spend a hundred times more than necessary, they can’t even build a website."

This is not the first time health concerns have been raised regarding the illegal immigrant population.

Breitbart Texas previously reported on an outbreak of scabies among the migrants. Several Border Patrol agents contracted the skin infestation.

Rio Grande Valley Border Patrol spokesman Omar Zamora told Breitbart Texas, "We don't screen for diseases. All we are is a processing center, so we don't do that."
