NYPD Commissioner Bill Bratton Says It's Hard To Hire Black Cops Because Too Many Have Criminal Histories

The NYPD has a hard time hiring black men to become police officers because too many have criminal records, the city’s top cop said in an interview.

NYPD Commissioner Bill Bratton said it’s a challenge to find hirable blacks because so many African-American men have been arrested.

“We have a significant population gap among African-American males because so many of them have spent time in jail and, as such, we can’t hire them,” Bratton said in an interview published Tuesday by The Guardian, a British newspaper with a New York bureau.

Bratton put at least part of the blame on the NYPD’s use of the controversial tactic stop-and-frisk, according to The Guardian. He acknowledged the “unfortunate consequences (of) stop, question and frisk,” a policy that hit communities of color hardest.

But once the article went online — with the jarring headline “NYPD chief Bratton says hiring black officers is difficult: ‘So many have spent time in jail,’” — Bratton went ballistic.

EXCLUSIVE: NYC Stop-And-Frisk Plunges As Crime Climbs

A dramatic drop in stop-and-frisk encounters has emboldened criminals and made cops more reluctant to take proactive police action, even as murders and shootings are on the rise in the city.

The frightening message — echoed by police supervisors and union leaders — comes as stop-and-frisk encounters are on pace to plunge by 42% this year, with 20,000 fewer street stops.

There were 11,652 stops across the city through June 3 — projecting to roughly 28,000 for the year, records obtained by the Daily News show. As the number of stops fell, the number of murders spiked 19.5% during the first five months of the year, the number of people shot is up 9.2% and the number of shooting incidents jumped 9%.

“What you’re seeing now are the perps carrying their guns because they’re not afraid to carry them,” said Ed Mullins, head of the Sergeants Benevolent Association. “We’ve created an atmosphere where we’ve handcuffed the police. We are sitting back, taking a less proactive approach.”

Some of the students in the center could also be heard pleading with Peters to give up, and at least one implored the police not to fire. But Peters kept coming until Officer Roberto Pagan fired a single shot that hit Peters in the stomach — and ended the drama on Eastern Parkway.

Peters was so close to Pagan that he nearly toppled onto the officer, sources said.

Rosenblatt, 22, was rushed to the trauma unit at Kings County Hospital and was later transferred to Bellevue Hospital, where he was in critical condition with bleeding on the brain.

NY Doctor Who Treated Ebola Patients in West Africa Tests Positive-- Rushed To Bellevue Hospital

A Harlem doctor who treated Ebola patients in West Africa before returning to New York last week tested positive Thursday for the deadly disease — the first such diagnosis in the city.

Dr. Craig Spencer, 33, was hauled to Bellevue Hospital in a protective suit with symptoms of the illness. Officials said his temperature was normal when he landed at Kennedy Airport a week ago, on Oct. 17. But it spiked to 103 degrees by early Thursday, and he had diarrhea.

Three others — Spencer's fiancée and two friends — have also been quarantined but have shown no symptoms, according to Dr. Mary Travis Bassett, commissioner of the city’s Health Department.

FDNY hazardous-materials specialists sealed off Spencer’s apartment on W. 147th St. in Harlem’s Hamilton Heights and took the doctor out on a stretcher.

Spencer’s test results were publicly released about 8:30 p.m.

But at 6:20 p.m., the city Health Department sent out an urgent request to all New York area hospitals to see if any had “the following drug: Brincidofovir made by Chimerix.”
