Japan Won't Give In To Terrorism--But No Troops

Japan told the world's nations Thursday it will never give in to terrorism and will continue providing non-military assistance for the fight against the Islamic State and other extremist groups — but not military troops or equipment "at this point."

Japan sent Foreign Ministry Press Secretary Yasuhisa Kawamura to the United Nations to deliver the message that following the "outrageous and inhumane" beheading of two Japanese hostages by Islamic State fighters "we will stand resolutely as a member of the international community combating terrorism."

Kawamura said Japan intends to exercise leadership to increase international coordination in tackling terrorism, noting that it will chair the G-7 group of major economic powers in 2016.

Video: Islamic State Group Beheads Japanese Journalist

TOKYO (AP) — Japan condemned with outrage and horror on Sunday an online video that purported to show an Islamic State group militant beheading Japanese journalist Kenji Goto.

The video posted on militant websites late Saturday Middle East time ended days of negotiations to save the man and heightened fears for the life of a Jordanian fighter pilot also held hostage.

"I feel indignation over this immoral and heinous act of terrorism," Prime Minister Shinzo Abe told reporters after convening an emergency Cabinet meeting.

"When I think of the grief of his family, I am left speechless," he said. "The government has been doing its utmost in responding to win his release, and we are filled with deep regret."

He vowed that Japan will not give in to terrorism and will continue to provide humanitarian aid to countries fighting the Islamic State extremists.

The White House released a statement in which President Barack Obama also condemned "the heinous murder" and praised Goto's reporting, saying he "courageously sought to convey the plight of the Syrian people to the outside world."

US Offers Japan Condolences Over ISIS Killing

"He also expressed appreciation for Japan's significant contributions of humanitarian assistance to the Middle East region. The two leaders agreed to continue their cooperation on a range of regional and global issues."

Mr Abe condemned the apparent killing, telling Japanese television: "Such an act of terrorism is outrageous and unforgivable. I condemn it strongly and resolutely."

Fate Of Japanese Hostages Unknown As ISIS Deadline Apparently Passes

ISIS claims the ransom amount is the same as the financial aid pledged by Japanese Prime Minister Shinzo Abe to countries affected by the militant group.

Japanese officials have repeatedly stressed that their military, which is constitutionally forbidden from taking action other than for self-defense, isn't involved in the international airstrikes against ISIS positions in Syria and Iraq.

ISIS Threatens To Kill 2 Japanese Hostages, Asks For $200M

“You have proudly donated $100 million to kill our women and children, to destroy the homes of the Muslims," the militant says, emphasizing his points with the wave of a knife. “So the life of this Japanese citizen will cost you $100 million."

That was a reference to the $200 million in non-military aid that Japan had just pledged to several countries fighting ISIS.

Japan Scientist Quits As Cell Research Discredited

TOKYO (AP) — The Japanese researcher whose claim of a major breakthrough in stem cell research was discredited resigned after the government lab where she worked failed to replicate her results.

Haruko Obokata said in a statement Friday that she was leaving the Riken Center for Developmental Biology after the lab concluded the stem cells she said she had created probably never existed. The center said it had stopped trying to match Obokata's results.

"Now, I am just exhausted. For the results to end this way is just perplexing," she said.

Obokata initially was lauded for leading the research that raised hopes for a discovery of a simple way to grow replacement tissue. But questions about the validity of the research prompted Riken scientists, including Obokata, to retract two scientific papers.

The allegations of research misconduct prompted a shake-up at Riken.

Senior Intel Officer Removed After Controversial Comments On China

Capt. James Fanell, the director of intelligence and information operations at U.S. Pacific Fleet, has been removed from that position by PACFLT boss Adm. Harry Harris and reassigned within the command, Navy officials confirmed.

Fanell warned during a February public appearance that a recent Chinese amphibious exercise led naval intelligence to assess that China's strategy was to be able to launch a "short, sharp war" with Japan, an unusually frank assessment about a closely watched region.

Japan And Drones: Country’s Re-Armament Looked Like 'A Kind Of Pre-War Revival'

For decades Japan has been the world’s playground for design innovation. But now it may become ground zero for the future of something far more hostile: military drones.

The country has positioned itself as one of the unlikely players in the escalating global race for military drones, a move that’s controversial both at home and abroad. A veteran Japanese politician even warned that the country’s re-armament looked like “a kind of pre-war revival.” The United States has aided Tokyo in its efforts to re-arm, deploying two unarmed Global Hawk long-range surveillance drones in May to a base in Northern Japan, which infuriated both China and North Korea.

Japan is now in a position it hasn’t been in for nearly 70 years, when it gave up its right to engage in conflict outside its borders. The country is engaged in a bitter dispute with China over a set of islands that sit on resource-rich sea beds that each claims as its sovereign territory.

Japan is the third largest economy in the world, and the implications for both global peace and commerce could be widespread.

Senior scientists and government officials are meeting in Japan to agree a critical report on the impact of global warming.
Members of the Intergovernmental Panel on Climate Change (IPCC) will publish their first update in seven years on the scale of the threat.
Leaked documents speak of significant effects on economies, food supplies and security.  But some attendees say the summary, due out next Monday, is far too alarmist.  This will be the second of a trilogy of reports on the causes, effects and solutions to climate change, from a body made up of some of the leading researchers in the world.
Long-term perspective

Last September in Stockholm, they produced a summary on the physical science of climate change, arguing that it was real, and humans were the "dominant cause".  Now in Yokohama, the second IPCC working group will set out the impact that rising temperatures will have on humans, animals and ecosystems over the next century. 
The scientists and government officials will agree on the exact wording of the final summary over the next few days, with publication coming early next Monday, UK time.  The summary is a short, dense document that sums up the findings of 30 underlying chapters, each made up of detailed assessments of relevant research that has been published since 2007.
A leaked draft of the summary, seen by the BBC, points to a range of negative effects that will, in some instances, be "irreversible".  Millions of people living in coastal areas in Asia will be affected by flooding, and displaced due to land loss.
