"President Obama said on TV, 'if you've been here five years or more, there will be deferred action, that you'll be given a work permit, a driver's license, all access to our social programs,'" Babeu explained.

"But Jeh Johnson, the very same day, put out a memo directed to all 23 agencies under the Department of Homeland Security saying that any illegal who's been here this year as of January of 2014, they are entitled to this deferred action."

Jeh Johnson: U.S. Could Face New Surge Of Illegals

Homeland Security Secretary Jeh Johnson warned Wednesday that the country could face another spike in illegal immigration as the U.S. economy picks up and as seasonal patterns change, though he said they have made major progress in combatting the surge of illegal immigrant children that wrong-footed his department earlier this year.

“We’re determined that we need to do more ourselves for border security,” Mr. Johnson said in a speech at the National Press Club sponsored by Democratic group NDN. “I’m concerned about the possibility of another rise in illegal migration.”

 Speaking at the United States Conference of Mayors on Friday, Homeland Security Secretary Jeh Johnson said the approximately 11 million people who are in the country illegally have “earned the right to be citizens.”

 “An earned path to citizenship for those currently present in this country is a matter of, in my view, homeland security to encourage people to come out from the shadows,” said Johnson, in what he remarked was one of his first public speeches since being confirmed as the Department of Homeland Security (DHS) chief in December.

 “It is also, frankly, in my judgment, a matter of who we are as Americans,” he said, “to offer the opportunity to those who want to be citizens, who’ve earned the right to be citizens, who are present in this country – many of whom came here as children – to have the opportunity that we all have to try to become American citizens.”

WASHINGTON (CBS DC) – Homeland Security Secretary Jeh Johnson warns that some parents of Central American children attempting to cross the U.S. border illegally already know of the risks, noting that some girls are given birth control “in case they’re raped along the way.”

Speaking with the Senate Appropriations Committee last week, Johnson joined the Obama administration in attempting to warn Central American parents to stop sending their children on the dangerous route to entering the U.S. illegally. But Johnson said that he’s met with children and heard stories that some parents are very aware of the risks along the route.

“I’ve met with enough of these kids now, including a 15-year-old in Nogales two weeks ago, who was three months pregnant, to have a real sense for what these kids go through,” Johnson told Congress. “We’ve heard about how before they leave Central America, some of these kids’ parents actually will give them birth control in case they’re raped along the way.”

Adding to the horror stories often associated with drug cartel “coyotes,” Sen. Dick Durbin, D-Ill., said that some of the unaccompanied minors were raped by cartel members.
