Congress Sends NSA Phone-Records Bill To President

WASHINGTON (AP) — Congress approved sweeping changes Tuesday to surveillance laws enacted after the Sept. 11 attacks, eliminating the National Security Agency's disputed bulk phone-records collection program and replacing it with a more restrictive measure to keep the records in phone companies' hands.

Two days after Congress let the phone-records collection and several other anti-terror programs expire, the Senate's 67-32 vote sent the legislation to President Barack Obama, who signed it Tuesday night.

"This legislation will strengthen civil liberty safeguards and provide greater public confidence in these programs," Obama said in a statement. Officials said it could take at least several days to restart the collection.

Republicans Plan To Offer Their Own Solutions On Immigration

Republicans oppose Obama's moves as an unconstitutional overreach, and the House offered one response earlier this week. House Republicans attached language to a must-pass, $39.7 billion spending bill for the Department of Homeland Security that would undo Obama's actions, in the process exposing hundreds of thousands of younger immigrants to deportation. Obama has threatened to veto the bill.

Conservatives Work To Block Obama On Immigration

"The reality is that, given our limited resources, these people are not priorities for removal," Johnson said in prepared written testimony. "It's time we acknowledge that and encourage them to be held accountable."

Republicans have vowed to stop Obama's moves from taking effect, but how they will do so remained unclear as they returned to Capitol Hill on Monday after a weeklong Thanksgiving break. GOP leadership in the House planned to discuss options in a closed-door meeting with the rank-and-file on Tuesday morning.

FACT CHECK: Obama's Claims On Illegal Immigrant

WASHINGTON (AP) — President Barack Obama made some notable omissions Thursday night in his remarks about the unilateral actions he's taking on immigration.

A look at his statements and how they compare with the facts:

OBAMA: "It does not grant citizenship, or the right to stay here permanently, or offer the same benefits that citizens receive - only Congress can do that. All we're saying is we're not going to deport you."

THE FACTS: He's saying, and doing, more than that. The changes also will make those covered eligible for work permits, allowing them to be employed in the country legally and compete with citizens and legal residents for better-paying jobs.

OBAMA: "Although this summer, there was a brief spike in unaccompanied children being apprehended at our border, the number of such children is now actually lower than it's been in nearly two years."

THE FACTS: The numbers certainly surged this year, but it was more than a "brief spike." The number of unaccompanied children apprehended at the border has been on the rise since the 2011 budget year. That year about 16,000 children were found crossing the border alone. In 2012, the Border Patrol reported more than 24,000 children, followed by more than 38,800 in 2013. In the last budget year, more than 68,361 children were apprehended.

Obama To Announce Immigration Action Thursday

Obama declared that Washington has allowed America's immigration problem "to fester for too long."

The president will use an 8 p.m. EST address Thursday to announce his measures and will sign the executive actions during a rally in Las Vegas on Friday. In doing so, Obama will be taking an aggressive stand that he had once insisted was beyond his presidential power.
