Oregon Lawmakers Act For Easier Birth Control Access

The Oregon Legislature gave its stamp of approval on expanding access to birth control Tuesday, as two bills advanced through the Capitol.

House Bill 3343, which would require health insurance providers to cover birth control prescriptions that are filled 12 months at a time, passed the Senate and is now headed to the governor's office. House Bill 2879 would allow women to purchase the pill at the pharmacy without a doctor's prescription. It was approved by the House and now heads to the Senate.

Oregon could make history if the both bills are signed into law.

Many insurers allow patients to fill their birth control prescriptions for only 30 or 90 days at a time, even if the prescription is written for a year. Under HB 3343, insurers would be required to reimburse the cost of filling the prescription for 12 months, after the patient has received an initial three-month supply.

Oregon Immigration Vote Is A Warning For Obama

Even as Oregon voters were legalizing recreational marijuana and expanding Democratic majorities in state government, they decided by a margin of 66-34 to cancel a new state law that would have provided driver's licenses to people who are in the United States illegally.

Obama is considering acting on his own, as early as this week, to possibly shield from deportation up to 5 million immigrants now living illegally in the country. Some Republicans in Congress are threatening a government shutdown if the president follows through.

Oregon Voters Reject Licenses For Illegals--Immigration Losing Issue For Dems in '14

Immigration was a losing issue in the 2014 election, with Republicans who announced their opposition to President Obama’s legalization plans earning victories across the country and voters in Oregon swatting down a referendum that would have granted driver’s licenses to illegal immigrants.

Republicans said the results should serve as a warning to President Obama, who has said he plans to take unilateral action to grant legal status to illegal immigrants some time this year.

Hispanic leaders had been counting on Oregon voters to embrace driver’s licenses for illegal immigrants, arguing it would be a signal that states were stepping in to act on immigration reform where the federal government wouldn’t.

Marijuana Profits Up In Smoke Under IRS Rules

Voters in Oregon, Alaska, and Washington, D.C., will decide Tuesday whether to legalize the sale of recreational marijuana. But any new pot shops that voters approve may not be able to survive a drug war-era tax code that already threatens many businesses in Colorado and Washington state.

Under this tax code the federal government stands to make more money from the sale of marijuana than those legally selling it. And that could be enough to shut down many shops.

"It's almost like they want us to fail," said Mitch Woolhiser, while walking through his store called Northern Lights Cannabis Co. in Edgewater, Colo. "Everything I do is aimed at keeping us in business because if I don't, then (the feds) win. And I'm not going to let them win."

Woolhiser believes the federal government is actively seeking to undermine his business.

Woolhiser first opened shop in 2010, selling medical marijuana. He started selling recreational pot when it became legal in Colorado at the start of this year. Last year, his business didn't earn a profit. Had he been selling anything but cannabis, he would not have owed federal income tax, as he ended up with a loss.

Instead, he ended up paying close to $20,000 to the IRS because of a 1980's tax code called 280E.

Now that Oregon’s Obamacare exchange has entirely given up on fixing or running its own Obamacare website, the state exchange is handing out hundreds of thousands of dollars in taxpayer funding as bonuses to employees that stick around until the federal government takes over.

“Many of the employees who voluntarily left Cover Oregon had key skills that are not easily replaced both in IT and in health care laws and regulations,” interim director Clyde Hamstreet wrote to the exchange’s board, Oregon Live reports. “We cannot afford to keep losing valuable employees if we are to complete the workload for the remainder of 2014 and the IT transition project.”

Thirty-eight employees will be awarded bonuses worth one to three months pay to convince them to stay on with the exchange through the next nine months. All remaining 163 employees will be eligible for a bonus worth two weeks of government pay if they remain at the exchange through March 15.
