Paul Ryan Adds Amendment To Trade Bill To Block Climate Deals

If House Republicans get their way, President Obama won't be able to use any trade pact to strike a deal on climate change.

Late Tuesday evening, House Ways and Means Committee Chairman Paul Ryan of Wisconsin offered up an amendment to a customs bill that would "ensure that trade agreements do not require changes to U.S. law or obligate the United States with respect to global warming or climate change."

The customs bill is intended to amend so-called "fast-track" trade legislation that could see a House vote as early as this Friday. Fast-track would allow Congress an up-or-down vote on trade deals negotiated by the White House.

The trade legislation sets out negotiating priorities that Congress expects the White House to abide by when striking international trade deals. House Republicans have promised to reject any deal that does not meet the objectives.

House Republicans Demand Update On Lois Lerner Charges

Twenty-four Republicans on the House Ways and Means Committee on Thursday wrote to newly installed Attorney General Loretta Lynch seeking an update on prospects for criminal charges against former Internal Revenue Service Exempt Organizations chief Lois Lerner.

Led by Chairman Rep. Paul Ryan, R-Wis., the lawmakers cited the April 9, 2014, Ways and Means referral of Lerner to the Justice Department for prosecution on possible crimes that grew out of the two-year-old controversy over alleged political bias in IRS handling of nonprofits’ applications for tax-exempt status.

The new letter noted that an April 2015 Justice response from since-departed U.S. Attorney Ronald Machen sent to Speaker John Boehner, R-Ohio, addressed only the contempt of Congress referral the House made after Lerner invoked her Fifth Amendment right to remain silent before the House Oversight and Government Reform Committee.

Hillary’s Emails: Deleted But Not Gone

As House Republican leaders weigh whether to try to force former Secretary of State Hillary Clinton to hand over her personal email server, experts say the messages she deleted from it — or at least portions of them — can almost certainly be recovered.

Half a dozen computer forensics experts interviewed by POLITICO said remnants of Clinton’s emails likely still exist on the server, although retrieving them could be time intensive and expensive.

Clinton’s attorney David Kendall on Friday wrote Benghazi Committee Chairman Rep. Trey Gowdy (R-S.C.), declining the committee’s request for the server to be turned over to an independent third party. The committee said it wants a third party to verify that all Benghazi-related emails were in fact turned over to the panel—especially after Clinton acknowledged deleting anything determined to be “personal” messages.

Kendall called the request pointless, saying Clinton’s IT staff had confirmed to him the messages are gone for good.

The Republican sweep in Arkansas has been relatively swift. In 2010, Sen. John Boozman was the lone Republican member of Arkansas’ congressional delegation, but by 2013, Pryor was the lone Democrat, following Sen. Blanche Lincoln’s (D) loss.

“Arkansas has always been a very conservative state, but until 2010, we were probably the most Democratic state in the country,” Boozman said at a rally for Cotton in North Little Rock Monday. “That’s changed dramatically.”

Despite Hype, House Still Hasn't Sued Obama

It takes about 10 minutes to walk from the Capitol to the federal courthouse just down the hill, but House Republicans haven’t managed to make that trip in the four months since they announced they’d be suing the president.

House Speaker John Boehner came out swinging hard last June when he announced that his chamber would take President Barack Obama to court. The suit, charging that the president grossly exceeded his constitutional authority by failing to implement portions of the Obamacare law, was billed as an election-season rallying point for aggrieved Republicans. But days before the midterms, the House’s legal guns seem to have fallen silent.

Lawyers close to the process said they originally expected the legal challenge to be filed in September, but now they don’t expect any action before the elections.
