WASHINGTON – When Donald Trump appeared to back off a call for mass deportations of those living illegally in the United States – to concentrate instead on removing “the bad ones” – it wasn’t clear how his policies would differ from those of President Barack Obama.

The Obama administration, for more than a year, has focused on the most serious immigration cases.
