Washington: A Chinese military aircraft had an “unsafe” encounter with a US Navy surveillance aircraft near a contested reef in the South China Sea, the US Pacific Command said Friday.

The two planes came within 1,000 feet (300 meters) of each other during Wednesday’s incident near the Scarborough Shoal, which is claimed by both the Philippines and China, according to Pentagon spokesman Jeff Davis.

The Booming Business Of U.S. Birth Tourism

Expectant parents face a lot of decisions, from what to name the baby to childcare duties. But many Chinese families are adding another twist: Which country to give birth in.

The number of Chinese women giving birth in the U.S. more than doubled to about 10,000 in 2012, up from about 4,200 in 2008, according to CNN Money, which cited Chinese state media. While that's a small sliver of the estimated 16 million babies born in China every year, the boost represents a trend among well-heeled Chinese families who want to give their child the opportunity to secure a U.S. passport.

The trend hasn't only hit the U.S., with Hong Kong seeing a doubling of births to moms from mainland China in 2012, thanks in part to the former British colony's providing automatic rights to the mothers and their babies.

China's well-documented naval expansion includes a considerable increase in submarines; its number of nuclear submarines is projected to almost triple between 2000 and 2020. China recently launched its first aircraft carrier. Its unveiling new destroyers as well as amphibious assault vessels. It has developed significant missile capabilities aboard its fleet. Since 1989, the Chinese military's budget has grown by double-digit percentages each year.

During his latest sermon for the Nation of Islam, Minister Louis Farrakhan addressed the protests and controversies surrounding Ferguson, MO. police officer Darren Wilson, who fatally shot Micheal Brown.

Farrakhan said, "With 67 percent of black people you have to live under a white mayor with 67 percent white people you cant make the laws that govern that town. Now if that's the condition let me set the stage for Michael Brown. See I don't know about the store they say he strong armed somebody and took some cigars but I know this, coming to Chicago ... when you live in the hood you don't control no economy so you have Arab store owners that don't give a damn about you and have no respect for you. You got Korean, you got Chinese, you got other people taking the money out but not giving a damn thing to this community. I imagine that blacks under those conditions suffer everyday."

Speaking about Ferguson, Farrakhan said, "That town is a microcosm of whats going on all over the country. Black men are being shot down but the courts don't give us justice."
