The UN Secretary-General warns that states can actually make the people less safe by undermining good governance and the rule of law, referring to policies that erode human rights to bolster counter-terrorism efforts. The best way to counter terrorism is revision of government structures to improve power and resource allocation. Also needed is One World under One Set of Laws and a commitment to a common destiny for humankind. Ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors.
