As a former Federal Civilian employee (now retired) and not at the State Dept level. I can attest that we had no such thing as a "dissent channel". If you didn't like what your boss told you, tough. You did it anyway. If you had real heartburn about it, you could talk to the bosses up the chain, but you still did it and you didn't get to protest. First offense got you an official counseling statement, 2 nd offense could get you 3 days off without pay, 3rd offense could get you fired. We learned to be responsible and responsive employees. If it is so bad for these snowflakes, they need to resign and go color in their coloring books.
