The conquest of Raqqa, the “capital” of the Islamic State, by U.S.-backed Kurdish fighters is a major milestone in the defeat of the insurgent “caliphate,” but not its final death. It will do little to calm, and possibly will exacerbate, the continuing deadly instability of Syria and neighboring Iraq.

The Islamic State in Iraq and Syria, or ISIS as it is also known, has almost run out of territory to claim as its own but retains diminishing control of sparsely populated areas on the Syrian-Iraq border. All the warring parties that agree on eliminating ISIS, but little else, must concentrate on reclaiming these areas as a high priority.
